is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number for
this announcement is DASW01-97-Q-0415; it is being issued as a Request
for Quotation (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 90-45. The applicable Standard Industrial Code (SIC)
for this acquisition is 7389 with a size standard of $5 million. The
Defense Supply Service-Washington, on behalf of the Pentagon Renovation
Program Manager, Information Management and Telecommunications (IM&T),
has a requirement for turn-key Electronic Source Selection (ESS),
technical library facilities, and pre-proposal conference facilities in
support of the IM&T's Above- Ground Telecommunications Backbone
procurement. Specific requirements are as follows: 1) A secure ESS
facility near the Pentagon to accommodate evaluators plus panel chiefs
as well as visiting procurement officials from approximately 6 October
1997 through 5 February 1998, to include a meeting room, 20 fully
equipped and programmed workstations, and support personnel as required
(LAN, reception, software) to be available approximately 6 days per
week for 10 hours a day; 2) The offeror shall provide any necessary
tailoring of the software program to the requirements of the Request
for Proposal (RFP), loading of the RFP (Statement of Work, appendices,
evaluation factors, weights, etc.), and training on the use of the ESS
system for evaluators; 3) On an interim basis, the IM&T will need
graphics support, report generation, document copying, and the
availability of facsimile and telephone; 4) Accessibility to the ESS
facility (parking, proximity to the subway system, shuttle service,
etc.), security, and a comfortable environment are important
considerations; 5) Conference facilities accommodating approximately
150 people for a pre-proposal conference tentatively scheduled for 16
July 1997; the proceedings will need to be videotaped and the final
tape will need to be duplicated and distributed to potential offerors
(exact number of copies unknown at this time); 6) A secure facility to
be used as a technical library during the solicitation phase,
accessible during normal work hours tentatively during the period 1
July 1997 through 5 February 1998, large enough to accommodate at least
two visitors at a time, equipped with a computer and printer for
downloading documents, an available copier in or near the facility, an
attendant available to schedule appointments, monitor visits by
potential offerors and maintain a log of documents accessed/copied. The
Government would need to view all facilities described above prior to
contract award. Please note that the following provisions and clauses

Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items. In accordance with FAR
52.212-2, Evaluation -- Commercial Items, the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: 1) Price; 2) Technical
approach; 3) Facilities; and 4) Past performance. Offerors must include
a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with their
offers. All interested sources in the Washington Metropolitan area are
invited to respond. Offers must be received by the Contracting Officer
within fifteen (15) days of the publication of this
synopsis/solicitation. No telephonic requests or questions will be
