Telephone No. 541/465-6506 A project to provide land-line surveying services (cadastral, L-line, and P-line) on several geographic locations on or adjacent to the Willamette National Forest. Estimated start work date is September 8, 1997. Contract performance time is one year;however, the Government will have the right to exercise up to two, one-year options. The maximum duration for the contract will be three years. The contract type is a fixed-price Indefinite Delivery (Requirements) type. Qualified firms shall submit Standard Form 254 (SF-254), "Architect-Engineer and Related Services Questionnaire," and Standard Form 255 (SF-255), "Architect-Engineer and Related Services Questionnaire for Specific Project" in response to this notice, to be received not later than June 9, 1997. The proposed procurement is made pursuant to Subpart 36.6 of the Federal Acquisition Regulations (FAR) (i.e., Brooks Bill Procedures), using the following evaluation criteria in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (5) Location in general geographical area of the Willamette National Forest and knowledge of the locality, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
