202/305-7363 This is a combined synopsis/solicitation for commercial
items prepared in accordance with additional information included in
this notice. This announcement constitutes the only solicitation; bids
are being requested and a written solicitation will not be issued. The
solicitation number is 1PI-B-2015-97 and this solicitation is issued as
an Invitation for Bid (IFB). The time for receipt of Bids is May 28,
1997 at 1300 hours. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. The Standard Industrial Classification code is 2241,
and small business size standard is 500. The award of a Commercial, one
(1) year, Firm Fixed Price, Requirements Type Contract is anticipated.
This award will not have a minimum guaranteed amount. Estimated
quantity of 900,000 yards annually. Contract Line item is: Elastic
webbing, waistband, white. SIZE: Width 1-1/2", (+0", -1/16), WEIGHT:
Minimum of 0.50 ounce per linear yard. CONSTRUCTION: Warp end/width
crocket, 16 Minimum; Elastic Strands, full width, 14 Minimum. Filling
yarns per inch, 46 minimum. FIBER CONTENT: Warp yarn (crocket) --
Polyester; Elastic Strands -- Spandex; Filling yarn -- Polyester. The
elastic waistband webbing will be used to manufacture physical fitness
uniform trunks. Commercial Item Description Specification A-A-55175
includes the above characteristic for the elastic webbing. Note: The
size included in this Synopsis shall prevail over the Commercial
Specification. Bid samples are to be submitted, when requested at no
expense to the government, for approval before a contract is awarded to
insure that the item manufactured by the proposed vendor is acceptable
and meets all requirements. Clause 52.214-20 applies. Delivery is FOB
Destination 30 days after receipt of order. Ordering 52.216-18,
Supplies furnished under this contract shall be order by issuance of
delivery orders by authorized individuals at FCI, Jesup, GA. Such
orders may be issued from date of award through one (1) years. Order
Limitation 52.216-19: 10,000 yards minimum; 500,000 yards maximum, the
contractor is not obligated to honor any order for a combination of
items in excess of 500,000 yards or a series of order from the same
ordering office within 10 days that together call for quantities
exceeding these limitation. Contractor shall honor any order exceeding
these limitation, unless the order is returned to the ordering office
within 5 days. A Certificate of Compliance and Laboratory Test Reports
(Per Narrow Elastic Manufactures Association NTA-NEMA-9/84, Rev. 3/89)
shall accompany or precede each delivery or shipment. The contractor
is solely responsible for all costs that may be incurred for any
testing requirements. Variation in Quantity, 52.211-16, The permissible
variation shall be limited to 0% Decrease and 2% Increase per line
item. Delivery and acceptance shall at Destination to UNICOR, FCI,
Jesup, 2600 HWY 301 South, Jesup, GA 31545. The provision FAR 52.212-1,
Instruction to Offerors-Commercial, applies to this acquisition.
Bidders shall submit signed and dated Bid, either on a SF33, or
letterhead stationary mailed to: UNICOR, Federal Prison Industries, 320
First St. N.W., Attn: Bid Custodian, Washington D.C. 20534 or overnight
express mail or hand carried to: UNICOR, FPI, 400 First St N.W., 7th
Floor, Washington, D.C. 20534, Attn: Bid Custodian. Bids must be
received by 1:00 PM, May 28, 1997 and indicate name, address and
telephone number of offerer, technical description of the item(s) being
offered in sufficient detail to evaluate compliance with the
requirements in the solicitation, price and any discount terms, remit
to address if different than mailing address, a completed copy of
representations and certifications at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items; acknowledgement of
all amendments. Bidders must hold prices firm in its offer for 30
calendar days from the date specified for receipt. If bid is not
submitted on a SF33, a statement specifying the extent of agreement
with all terms, conditions, and provisions included in the
solicitation. All bids that fail to furnish required representations
and certifications or information or reject the terms and condition of
the solicitation may be excluded from consideration. Clause 52.212-4,
Contract Terms and Conditions-Commercial Items, applies to this
acquisition. Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to

A written notice of award or acceptance of a bid mailed or otherwise
furnished to the successful bidder within the time for acceptance
specified in the bid, shall result in a binding contract without
further action by either party. Before bid specified expiration time,
the Government may accept a bid or part of an bid after its receipt
unless a written notice or withdrawal is received before award. The
bidder must specify business size and classification. Documents cited
