Subject to final approval, the Bureau of the Public Debt intends to acquire, on a sole-source basis through Network Imaging modification to existing Issues-on-Tape (IOT) application for the Computer Output to Laser Disk (COLD) System which was purchased through Network Imaging under contract Tpd 93-C-0016. This system consists of a LA1691/M141 Jukebox with five (5) -- LA1664 6.4 GB Read/Write Drives and 1 LA1601 Control Unit Release 5 with one (1) LA1664 Read/Write Drive. Network Imaging modified the Laser Access Software Production System to fulfill the needs of the IOT application as well as allowing for Batch IOT Record Processing. The Contractor shall modify the IOT application to allow for storing IOT records from the purchase of Series I savings bonds. The Contractor shall change the CYCLE format to allow for the day and sequence numbers. The Contractor must have rights to change the sourcecode so that the maintenance of the software under the Network Imaging contract will be unaffected. All affirmative responses must be in writing, must be accompanied by sufficient documentation to clearly show ability to comply with all the above requirements, and must be received within 5 calendar days of this notice. If no affirmative written response is received, within 5 calendar days after publication of this notice, to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining this service through the proposed contractor, a sole-source award will be made.
