This is a Two-Step Invitation For Bid. The technical proposals will close on July 1, 1997, at 10:00 am EST. In accordance with the Federal Acquisition regualtion, the Department of Veterans Affairs is soliciting for a commercial laundry system replacing the existing system at the Veterans Affairs Medical Center located in Erie, PA. The project includes demolition of the existing plant, removal of the existing equipment, incidental construction, providing the new equipment required by the solicitation, installation and maintaining the system. NOTE: This an IFB Two -Step Procurement. Interested parties will submit a technical proposal without pricing on July 1, 1997 at 10:00 am EST in the first step of the solicitation. Proposals will be evaluated by the technical requirements established in Chapter B, Section C, of this solicitation and will be evaluated on a Pass/Fail Basis. Please do not include any pricing with the technical proposals in the first step of this solicitation. This CBD announcement changes the previous pre-solicitation announcement from RFP to IFB Two-Step. Pricing will be sumitted in the second step of the solicitation, which will also include your final technical proposal, upon being notified by the contracting officer who will provide the date and teime for the bid submission. An award will be made in accordance ot provisions established in FAR Part 14, Invitation for Bid, to the vendor who is found responsive, responsible and provides the lowest price.
