contract will be released on or about 29 May 97 (Draft RFP was released
16 JAN 97). The purpose of this contract is to establish a long term
relationship with a prime contractor for support on the A/OA-10
aircraft. This contract is being competed under streamlined source
selection procedures in accordance with AFFARS Appendix BB. Additional
information regarding the A/OA-10 Prime contract can be found on the
web site www.mcclellan.af.mil/LA/LAF/tspr.htm. The A/OA-10 Prime
contract is not part of the Depot Competition Workload being competed
at McClellan AFB. The A/OA-10 Prime contract will be an ID/IQ contract,
ordering period of 9 years. The potential scope of the effort will
include aircraft modification development, kit production with the
potential for kit installation; integration efforts, engineering
services, software block cycle changes, data of all types, etc.
Multiple pricing arrangements of FFP, CPAF, CPFF, and T&M will be
included. Minimum order for this contract is the EMD portion of the
CMWS modification to the A/OA-10. Other tasks to be priced in the
proposal include the EMD portion of the LASTE Upgrade modification,
requirements analysis phase for Block cycle Change 02, and the EGI Full
Rate Production for 256 kits. this contract will be awarded on an all
or none basis. The PRAG proposal is due 1 JUL 97 with the technical and
price proposal is due 24 JUL 97. EMAIL requests for the RFP to

be held at McClellan AFB on 11 JUN 97. The RFP coverletter will contain
more details. This synopsis is a retransmission. Security clearance
will be required of all bidders offerors. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
