Institute of Technology (JPL/Caltech), operating under a prime contract
with the National Aeronautics and Space Administration (NASA), seeks to
determine the interest of potential proposers for installation security
and protection (guard) services at JPL proper and its local off-site
facilities in the greater Pasadena, CA area. The contractor will be
expected to provide staffing and supervision for security and
installation protection consisting of an armed and effective force of
trained officers, each of whom must pass a national security background
investigation for clearance to the Secret or Top Secret level, and
perform physical security at JPL. That secrity shall include: (1)
protection of life, property, and persons; (2) deter and stop illegal
entry onto JPL; (3) protect against sabotage, espionage, destruction,
terrorism or robbery; (4) provide periodic checks of classified
document control points, while providing security requirements for
sensitive compartmented projects; and (5) staff fixed posts, mobile
patrols, and foot patrols covering an area of approximately 178 acres
(156 Government-owned and 21.45 leased). The contractor will cover
three shifts, sevens days a week to include holidays, and must provide
relief personnel to cover shift changes, training time, days off, sick
leave, and vacation time. The trained personnel shall respond to JPL in
times of natural or man-made disasters to provide the level of security
during a disaster as is required to maintain the safety of the
Laboratory, its personnel, and assets. As required by NASA Contract
NAS7-1260, and the current level of service provided, the contractor
will be expected to: (1) Provide the security support for sensitive
flight hardware movement and testing on JPL, and flight hardware in
transit from JPL to the designated launch site(s), as directed through
JPL by NASA; (2) Based on the current level of service provided,
provide six (6) trained and armed field supervisors, thirty-eight (38)
officers, and six (6) console operators/dispatchers; (3) Furnish
quality uniforms and equipment; and (4) Provide and sustain a trained
force. Special training includes, but is not limited to: (1) firearms
training (NASA-approved firearms training and the State of California
POST 832 training); (2) hazardous material first-response capability;
(3) firearms safety; (4) traffic control; (5) report writing; (6)
CPR/First-Aid; (7) vehicular car stops; (8) disaster prepardness
training; (9) dispatcher; and (10) chemical training. Compliance with
the provisions of Executive Order No. 12933 relative to the incumbent
workforce would be required. It is emphasized that the requested
information is for preliminary planning purposes only, and does not
constitute a commitment, implied or otherwise, that JPL will solicit
you for such a procurement in the future. Neither JPL nor the
Government will be responsible for any costs incurred by you in
furnishing this information. Written expressions of interest should be

expressions of interest should include a description of the interested
parties' qualifications. Prospective contractors are advised that any
information provided shall be deemed to be furnished with unlimited
rights to JPL. JPL assumes no liability for the disclosure, use or
reproduction of such data. Only those expressions of interest received
no later than May 23, 1997 in response hereto, will be included on the
source list in the event a Request for Proposal (RFP) for this effort
is issued. No additional information is available at this time;
