Z -- ROOF REPLACEMENT AT THE WILLOW GLEN STATION, 1750 MERIDIAN AVE.,SAN JOSE, CA SOL 052571-97-A-0050 DUE 062097 POC Grace Batesting, Contract Specialist, Jr., or John Fraher, Purchasing Specialist (415)794-6336 The contractor shall provide all the necessary materials, labor and equipment required to complete the removal of existing roofing system, removal of asbestos constraining roofing mastic, installation of new single ply roofing systems and associated sheet metal flashings, installation of a parapet coping system, installation of new louvers in existing openings, installation of new roof drains and piping, and miscellaneous structural, mechanical, and electrical work required to install new roofing flashing systems at the Willow Glen Station, 1750 Meridian Avenue, San Jose CA 95101-7070 in accordance with the plans and specifications of the solicitation. The area of the existing roof surface to be removed and reroofed is approximately 137,500 square feet. The estimated range is $1.5 to $1.7 million. The minority subcontracting goal is 15%. The Postal Service may reject any or all proposals, and may waive informalities and minor irregularities in proposals received. Offers will not be publicly opened. Allproposals will remain confidential until contract award. Offerors are encouraged to submit their proposals via U. S. Postal Service First Class, Priority or Express Mail. The Postal Service does NOT accept individual sureties. Performance and Payment Bonds must be received within ten days after the issuance of the Intent to Award letter. Completion must be within 140 calendar days after Notice to Proceed. This solicitation is being issued pursuant to the authority of the U. S. Postal Service Procurement Manual, Publication 41, TL-8. There is a non-refundable charge of $50.00 for plans and specifications made payable to "USPS Disbursing Officer". Requests should be mailed to: John Fraher, Purchasing Specialist, 395 Oyster Point Blvd. Suite 225, South San Francisco, CA 94099-0300. A two-step solicitation method will be utilized. Contractors will submit two proposals -- Technical and Price. Only those contractors who satisfactory demonstrate the required Technical qualifications and are placed in the competitive range will have their price evaluated. The Technical qualifications will require the following: (1) Quality-Experience: (a) The contractor/applicator must demonstrate a minimum of Five (5) years or more recent experience successfully installing the specified roofing systems in the San Francisco Bay Area, wit at minimum of Five (5) successful installations of comparable size, cost and complexity; (b) References must be supplied for these projects, including name, of the owner and contact address/telephone number; (c) The Contractor/Applicator must be currently certified by the roof membrane manufacturer(s) to install the roof membrane system(s) specified; (d) The Contractor/Applicator must demonstrate financial capability to complete work; (e) The Contractor/Applicator must demonstrate adequate capacity/resources necessary to complete work within the specified contract period; (f) The Contractor/Applicator must demonstrate Project Management capabilities and proposed staff/personnel experience to manage the project; (g) The Contractor/Applicator must demonstrate proper license by the State of California to perform all aspects of the work; (h) The Contractor/Applicator must indicate that percentage of the work to be performed by own forces. (2) Schedule -- (a) Project NAS Schedule and Network Analysis submittal demonstrating ability to complete the works within the allotted time period. (3) Project Safety Plan -- Operational Phasing Plan (a) The Project Safety Plan submittal will delineate both Graphically and Verbally those methods to be employed to meet the completion schedules while addressing the requirement to provide protection of Postal Customers, USPS personnel, automobiles and other property, including all existing site furnishings, landscaping, etc.; (b) The Operational Phasing Plan will graphically delineate on a diagrammatic Site Plan, the areas of work and phase/ sequence number of the roofing areas as reflected in the project NAS schedule. Three single ply Roofing Systems have been listed in the project specifications (Siplast, Soprema and Samafil). Materials from any other manufacturers will not be accepted. The drawings identify and upper and a lower roof. The contractor may provide a different single ply roofing system for the upper roof and a different singly ply roofing system for the lower roof. All upper roof surfaces shall be the same singly ply roofing system, and all lower roof surfaces shall be the same single ply roofing system. (0132)
