The U.S. Army Aviation and Troop Command (ATCOM) seeks to reduce the cost of the ownership of the OH-58 Kiowa Warrior fleet through the modernization of the following spare part/sub-system (hereinafter spare): OH-58 Kiowa Warrior: Elec-Mech Actuator, NSN: 1680-01-169-9293, P/N: 406-076-101-105, CAGE Code: 97499. Historically the subject spare has been returned from the field for seal failure. Seal leakage allows hydraulic fluid to escape from housing cylinder assembly resulting in undesirable aircraft down-time or repair and replacement. Conservatively, the Army repairs this spare at an annual rate of 50 to support a fleet of: 440 aircraft. Estimated flying hours are 13 per month for each aircraft. The cost to repair each item is averaging $11,045 for a total fleet spare cost of ownership of $552.2K annually. ATCOM, on behalf of the Army, desires to substantially reduce the cost of ownership via a Modernization Through Spares Pilot Program (MTSP2). ATCOM desires to identify qualified vendors interestedin submitting an innovative solution that addresses reduced "Life Cycle Sustainment" cost from manufacturer to mechanic for the spare identified above and any related configurations. The objective of this announcement is to solicit supplier/vendor input via an "Open Source of Supply" approach. The information provided will allow ATCOM to develop an effective future MTSP2 solicitation. Potential exists for a 10-year fixed price award with incentives but other suggestions are welcome. Under consideration is a 1 year pilot with 3 options each of 3 years. ATCOM is willing to entertain new buys if more economical than the current repair program. Contracting methods envisioned are FAA certified commercial items or non-developmental item acquisition as defined in FAR Part 12. The Army retains the right to use all information provided for evaluation and future solicitation purposes while protecting proprietary interests. Submissions are desired by 11 Jun 1997.
