synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. A proposal is being requested and a written
solicitation will not be issued. The solicitation number is
DTCG40-97-R-30022. This synopsis/solicitation constitutes a Request for
Proposals and incorporates provisions and clauses in effect through
Federal Acquisition Circular 90-45. Applicable Standard Industrial
Classification Code (SIC) is 3731, size 1000 employees. The acquisition
is: (Item 0001) 120 each, Syncrolift 460 XHC Wheel Assemblies complete
with axles, axle blocks, u-bolts and nuts. The wheels shall have a
carrying capacity of 112,000 pounds (50 long tons). The wheels shall
have a tapered tread of 1 to 1.5 degrees and shall also be designed to
carry the complete axle load of 50 long tons while rolling on its
flange's edges. Wheels shall be double flanged and shall meet the
following dimensional profile: Width (out to out between flanges)
150mm, tread diameter (at max. side) 460mm, flange diameter 500mm,
flange width (at edge) 22mm. These wheels shall be designed for
underwater use. This item shall include the manufacturer's best
Standard Commercial Warranty. Drawings, specifications, and schematics
are not available. F.O.B Point: Destination, U.S. Coast Guard Yard,
Baltimore, MD. Delivery to be within 140 days after receipt of order.
Offerors are instructed to include a completed copy of FAR provision
52.212-3, "Offerors Representations and Certification -- Commercial
Items" with their proposal. The following FAR provisions and clauses
apply to this Request for Proposal and are incorporated by reference:

addenda is added to 52.212-5: FAR Clause 52.215-2, Audit and
Records-Negotiation, is hereby incorporated by reference in this
Request for Proposal. The following evaluation procedures are included
as an addendum to FAR Clause 52.212-2: The Government will award a
contract for the lowest evaluated price of a technically acceptable
offer. A written notice of award or acceptance of an offer, mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer's specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. Final
acceptance shall be at destination. Closing date and time for receipt
of offers is 29 May 1997 at 2:00 p.m. Eastern Standard Time. Submit
offers in strict accordance with FAR provision 52.212-1. Copies of
clause 52.212-3 will be provided upon offeror's request. Mail proposal

contract action is for supplies for which the Government intends to
solicit and negotiate only with Syncrolift, Inc. under authority of 10
U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 unless additional
sources are located. A market survey was conducted on 18 February 1997
and the results of this survey support our determination to solicit
and negotiate with only one firm. All responsible sources may submit a
proposal which will be considered by this agency. This notice is for
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
