This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A proposal is being requested and a written solicitation will not be issued. The solicitation number is DTCG40-97-R-30022. This synopsis/solicitation constitutes a Request for Proposals and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-45. Applicable Standard Industrial Classification Code (SIC) is 3731, size 1000 employees. The acquisition is: (Item 0001) 120 each, Syncrolift 460 XHC Wheel Assemblies complete with axles, axle blocks, u-bolts and nuts. The wheels shall have a carrying capacity of 112,000 pounds (50 long tons). The wheels shall have a tapered tread of 1 to 1.5 degrees and shall also be designed to carry the complete axle load of 50 long tons while rolling on its flange's edges. Wheels shall be double flanged and shall meet the following dimensional profile: Width (out to out between flanges) 150mm, tread diameter (at max. side) 460mm, flange diameter 500mm, flange width (at edge) 22mm. These wheels shall be designed for underwater use. This item shall include the manufacturer's best Standard Commercial Warranty. Drawings, specifications, and schematics are not available. The following evaluation procedures are included as an addendum to FAR Clause 52.212-2: The Government will award a contract for the lowest evaluated price of a technically acceptable offer. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Final acceptance shall be at destination. Closing date and time for receipt of offers is 29 May 1997 at 2:00 p.m. Eastern Standard Time.
