(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number DAAH01-97-T-0729 is hereby issued as a Request for Quotation (RFQ). (iii) This acquisition is UNRESTRICTED. (iv) DESCRIPTION OF REQUIREMENTS FOR THE ITEMS TO BE ACQUIRED: Three (3) each Nanometer Laser Diode Source, with the following characteristics: SPECIFICATIONS FOR 850 LASER DIODE SOURCE: 1. CENTRAL WAVELENGTH: 850 +/- 10 nm 2. FIBER TYPE: 50/125 MICROMETERS, MM 3. SPECTRAL BANDWIDTH: < 1.5 nm RMS 4. OUTPUT POWER: > -2 dBm 5. CW STABILITY (AFTER 1 HOUR WARM-UP): SHORT TERM (15 MINUTES) +/- 0.02 dB, LONG TERM (> 3 HOURS) +/- 0.08 dB 6. PULSED MODULATION: SELECTABLE OPERATION AT A MINIMUM OF 270 Hz, 1 kHz, AND 2 kHz 7. OUTPUT SIGNAL IN PULSED MODE: ALL SIGNALS MUST BE PULSED SHAPED 8. BUILT-IN ATTENUATION: 0 TO 3.5 dB, WITH STEPS OF 0.1 dB INCREMENTS 9. OPERATING TEMPERATURE RANGE: 0 TO 55 DEG C * ALL SPECIFICATIONS SHOULD BE BASED ON MEASUREMENTS MADE AT THE END OF A 2 METER LONG PATCHCORD. REQUIRED FEATURES: A. THE OUTPUT CONNECTOR MUST BE A STRAIGHT FC/PC CONNECTOR. B. THE DEVICE MUST HAVE AN IEEE-488 INTERFACE TO FACILITATE AUTOMATION C. THE DEVICE MUST CONSIST OF ONE SELF-CONTAINED DEVICE RATHER THAN A NUMBER OF SEPARATE COMPONENTS. (v) All items shall be delivered within ninety (90) days after contract award. Deliveries shall be made F.O.B. Destination, to: PR US Army TMDE Support Activity, Bldg. 5429 G, Redstone Arsenal, AL 35898-5400. Inspection/Acceptance shall be at destination. (vi) The FAR provisions at 52.212-1, instructions to Offerors-Commercial Items is applicable. (vii) FAR 52.212-2, Evaluation -- Commercial Items is applicable. (viii) The offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representations and Certifications -- Commercial Items. (ix) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable. The Government intends to award a contract resulting from this solicitation to the responsible, responsive, technically acceptable, and lowest priced offeror whose offer conforms to the solicitation and will be most advantageous to the Government. (x) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is applicable. (xi) Bar code marking is not required. Offers may be submitted on letterhead stationary and, at a minimum, must show: (1) the solicitation number, (2) the time specified in the solicitation for the receipt ofoffers, (3) the name, address, and telephone number of the offeror, (4) a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.
