The Scientific Equipment Division invites you to participate in the
Second Open Season multi-year solicitation for Instruments and
Laboratory Equipment; Spectrophotometers, Spectrometers, Liquid
Scintillation and Gamma Counting Equipment, covering Federal Supply
Schedule Group 66, Part II, Section M, for the period of May 1, 1998,
(or date of award, whichever is later) through April 30, 2004. This is
an indefinite delivery, indefinite quantity contract with FOB
destination. Use of the schedule will be on a non-mandatory basis.
Anyone considering submitting an offer is advised to review the
solicitation thoroughly. Significant Changes: Since the issuance of the
First (1st) Open Season solicitation for Schedule 66, Part II, Section
M, The GSA Federal Supply Service has initiated many new changes,
which make contracting for the applicable items and ordering awarded
items easier for all concerned. Schedule changes since the
implementation of the Federal Acquisition Streamlining Act (FASA) of
1994, include clauses i.e., modifications, warranty, and commercial
item section. Special Notices: 1.) Under the new modification
provision, current contractors are allowed to offer new special item
numbers (SIN'S) at any time during the contract period. Therefore,
current contractor's are not required to submit an offer under this
open season. 2.) The new warranty provision allows the incorporation of
the offerors standard commercial warranty. 3.) The discount schedule
and marketing data sheets have been deleted and replaced with the
commercial sales practice sheets. 4.) A new special item number
(632-1009) for new technologies have been added to the schedule. This
new SIN is for new products made available to the commercial and
Government marketplace. This will be an open-continuous (evergreen)
SIN. Offers under this SIN may be submitted at anytime. There is no
implied guarantee that the products offered will be recognized and
accepted as new technology. New Offerors or current contractors must
submit a cover letter, applicable technical brochures and current
pricelist(s). All materials submitted will be reviewed for acceptance
by the Government's Technical experts. If the offered items(s) are
deemed acceptable by the Government, "New Offerors" will be issued a
complete copy of the schedule Group 66, Part II, Section M,
solicitation with the applicable amendment. All forms will be forwarded
to the Contracting Officer and evaluated for consideration of
award/contract. 5.) The new Maximum Order clause I-FSS-125 entitled
Requirements Exceeding the Maximum Order Limitation, provides
instruction for placing orders over the maximum order as defined in the
order limitation clause 52.216-19. Additionally, the clause assist the
customer agencies in the determination of when they should seek a
price decrease, a level called the maximum order will be established
under each contract. 6.) During the Second (2nd) Open Season, Offers
will be solicited for Product Support Options, the applicable SINS are
as follows: ** Equipment Maintenance ** Pre-Purchase Calibration **
Post-Purchase Calibration ** Extended Warranty ** Service Agreements **
Technical Training ** Technical/Application Development Support In
order to provide support options, the offeror must be an original
equipment manufacturer (OEM) or be (OEM) certified and approved. Offers
will be accepted for product support options only. The offeror shall
also comply with regulatory requirements, guidelines, and/or standards
which govern the particular equipment and are of commercial practice.
Offers will be solicited based upon National coverage within the 48
contiguous states, and the District of Columbia. Offers will also be
solicited for delivery to Alaska, Hawaii, and the Commonwealth of
Puerto Rico. Note: Only One (1) contract (with the lowest Government
price) will be awarded for any single product support option. 7.) The
Schedule of Items and Description of Items are revised to read as
follows: FEDERAL SUPPLY CLASS 6625 INSTRUMENTS 632-01 Multi-channel
Pulse Height Analyzers -- Includes directly related accessories and
options FEDERAL SUPPLY CLASS 6625 CHEMICAL ANALYSIS INSTRUMENTS 632-02
Liquid Scintillation Instruments and Systems -- Includes directly
related accessories and options. 632-03 Gamma Counters -- Includes
directly related accessories and options. 632-04 Electrochemical
Devices and Systems (Includes Voltammetric, Amperometric, and
Polarographic Equipment) -- Includes directly related accessories and
options. FEDERAL SUPPLY CLASS 6650 OPTICAL INSTRUMENTS, TEST EQUIPMENT,
COMPONENTS AND ACCESSORIES 632-05 Infrared Spectrometers (Dispersive,
Non-Dispersive, Interferometric Fourier Transform) -- Includes directly
related accessories and options. 632-06 Ultraviolet, Visible,
Combination UV-Visible and UV-Visible- Near Infrared
Spectrophotometers-Includes directly related accessories and options.
632-07 Fluorescence Spectrometers (a.k.a Spectrofluorometers) -- Full
Spectrum Research Grade Instruments -- Includes directly related
accessories and options. 632-08 Spectroradiometers -- Includes directly
related accessories and options. 632-09 X-ray Spectrometers and
Diffractometers -- Includes directly related accessories and options.
632-10 Atomic Absorption, Atomic Emission, and Atomic Fluorescence
Spectrophotometers, including Inductively Coupled Plasma (ICP)
Spectrophotometers and Inductively Coupled Plasma -- Mass Spectrometer
(ICP-MS) Systems -- Includes directly related accessories and options.
632-11 Emission Spectrometers, including Flame, Spark, Arc and Laser
Types. Excludes Flame Photometers for the determination of Sodium,
Potassium and/or Lithium in Blood or Serum Samples, which are
preferentially categorized I Federal Supply Schedule 66 II A under the
general category of Electrolyte Analyzers (SIN 66-103). 632-12 Mass
Spectrometers. Includes directly related accessories and options.
(Note: Mass Spectrometers as Detectors for Chromatography Systems
(GC-MS, LC-MS, SFC-MS, for example) are preferentially classified in
Federal Supply Schedule 66 II N under the appropriate special item
number for the instrument of interest. The transmittal of the Second
(2nd) Open Season solicitation will be via diskette, utilizing word for
windows, version 6.0. The solicitation will be issued on or about July
16, 1997, and the closing date will be on or about August 19, 1997,
3:30 p.m. eastern standard time. Late offers will be processed in
accordance with FAR 14.304 and 15.412. Should you have questions,

name shall be removed from the mailing list. Concerns that have been
removed from the solicitation mailing list may be reinstated: 1.) Upon
written request; 2.) By filing a new application on standard form 129;
or 3.) By the submission of a offer. Debarred or suspended firms shall
not be reinstated during the period of debarment of suspension.
Contractors awarded a contract under this multiple award schedule will
be required to place their pricelist(s) on a menu driven-on-line
database system designed to provide customers w/access to products and
services under GSA contracts. Contractors will be encouraged to
transmit their file submissions electronically through EDI Government
Facnet System using a Value Added Network (VAN). The necessary format
and information will be provided on diskette to contractors who are not
