U.S. Army Aviation and Troop Command (ATCOM) seeks to reduce the cost
of the ownership of the CH-47 Chinook fleet through the modernization
of the following spare part/sub-system (hereinafter spare): CH-47
Chinook: AFCS Flight Computer, NSN: 6610-01-241-3334, P/N: BG1147AA02,
CAGE Code: 94580. Historically the subject spare has been returned
from the field for circuit card replacements and water intrusion
resulting in internal failures. The computer is also approaching
technical obsolescence as well as a diminishing vendor base.
Conservatively, the Army repairs this spare at an annual rate of 30 to
support a fleet size of: 471 aircraft. Estimated flying hours are 16.9
per month for each aircraft. The cost to repair each item is averaging
$3,590 for a total fleet spare cost of ownership of $107.7K annually.
ATCOM, on behalf of the Army, desires to substantially reduce the cost
of ownership via a Modernization Through Spares Pilot Program (MTSP2).
ATCOM desires to identify qualified vendors interested in submitting
an innovative solution that addresses reduced "Life Cycle Sustainment"
cost from manufacturer to mechanic for the spare identified above and
any related configurations. The objective of this announcement is to
solicit supplier/vendor input via an "Open Source of Supply" approach.
The information provided will allow ATCOM to develop an effective
future MTSP2 solicitation. Potential exists for a 10-year fixed price
award with incentives but suggestions of other contract types are
welcome. Under consideration is a 1 year pilot with 3 options each of
3 years. ATCOM is willing to entertain new buys if more economical than
the current repair program. Contracting methods envisioned are FAA
certified commercial items or non-developmental item acquisition as
defined in FAR Part 12. The Army retains the right to use all
information provided for evaluation and future solicitation purposes
while protecting proprietary interests. Submissions are desired by 11
Jun 1997. Interested parties desiring technicalinformation such as
Depot Maintenance Work Requirements (DMWR), Technical Data Package
(TDP), or any other government owned data on this spare should contact
the P.O.C. The information submitted under this notice will be for
planning purposes and may be considered during the development of a
competitive or sole source solicitation. This request for information
is not a request for proposals. No contract will be directly awarded as
a result of providing information as requested in this announcement.
