The Naval Air Warfare Center Training Systems Division (NAWCTSD) has
a requirement to put a deployable training technology demonstrator in
Atsugi, Japan. This Research and Development experiment will collect
data on the deficiencies of deployable training technology that can be
used in ongoing and future R&D to improve deployable trainers. The
required technology demonstrator must be capable of accurately
simulating a F/A-18C aircraft running the 11C operational flight
program using a cockpit that has the same physical form, fit, and
functions as the aircraft. The technology demonstrator must be capable
of supporting refresher training for weapons employment, electronic
counter measures, and emergency procedures. This research effort is
expected to last approximately three years. Therefore, the technology
demonstrator must be supportable for this period using support such as
contractor operation and maintenance of simulators. This synopsis
seeks the identification of research approaches for deployable training
covered by the NAWCTSD Broad Agency Announcement (BAA) 96-1, previously
synopsized. Specifically, Part III (Research Interests), Topic 2-F
(Deployable Simulator Technology) is applicable to this research
requirement. Those contemplating participating in this research are
encouraged to contact the technical point of contact (TPOC) prior to
submitting a white paper. The recommended four step sequence is:
telephone call, informal white paper, research proposal, and contract
award for the selected approach. This sequence avoids contractor and
Government time spent on efforts that have little chance of being

has 1.1 million dollars available for this effort and plans to award a
contract to the offeror that can provide the most capability for the
funds available. No Government Furnished equipment will be provided.
Installation of the technology demonstrator at NAF Atsugi, Japan is
required. Please refer to NAWCTSD BAA 96-1 for specific information on
proposal preparation, proposal evaluation, proposal forms, and other
research interest areas. BAA 96-1 remains unchanged and companies that
have already requested and received a copy need not request another.
