jswilli@nswc.navy.mil. This acquisition is for thermal and mechanical
testing and analysis of materials in support of the Reentry Systems
Applications Program for a base year and four one-year periods on a
cost-plus-fixed-fee (term) basis. Testing and analysis efforts to be
performed under this requirement include, but are not limited to,
characterizing of thermal and mechanical properties of carbon phenolic
heatshield materials for reentry bodies, assessing the aging of carbon
phenolic heatshield materials for reentry bodies, testing the thermal
conductivity and specific heat of carbon phenolic heatshield materials
in the transition temperature range, evaluating in-depth thermal
response of carbon phenolic heatshield material under rapid surface
heating conditions, characterizing thermal and mechanical properties of
high temperature insulations, screening and characterizing thermal and
mechanical properties of 3D carbon-carbons for nosetips of reentry
bodies, and analysis of thermal and mechanical properties of bulk and
N3M graphite for reentry bodies. Additionally, testing support under
the proposed acquisition may include, but is not limited to, analog and
special testing of materials and components for reentry bodies,
screening of thermal and mechanical properties of new material
concepts, characterization of fibers and tows of candidate reentry body
materials, and nondestructive inspection and machining of materials for
ablative testing. The preparation and maintenance of data bases for
reentry body nosetip, leading edge, and heat shield materials may be
required during the performance of this effort. Material to be provided
by the Government for nondestructive characterization and testing
purposes will include panels, cylinders, frustra, and billets.
Successful performance of this effort requires that the contractor
possess a full range of testing facilities to perform the efforts set
forth above. This requirement will be negotiated on a sole-source basis
with Southern Research Institute, 2000 Ninth South Avenue, Birmingham,
Alabama and is a follow-on to Naval Surface Warfare Center Contract
N60921-95-C-0019. See number Note 22. All responsible sources may
submit an offer which will be considered. The Naval Surface Warfare
Center, Dahlgren Division, Dahlgren Laboratory Procurement Division is
