Naval Research Laboratory (NRL) has a new requirement for engineering
support as it relates to developing IR chaff hardware and dispenser
concept technologies. The work to be performed shall include but is not
limited to the design, fabrication, test and development of an Advanced
Multi-Cloud IR decoy. Particular emphasis will be given to component
fabrication and integration of components into a multi-functional unit
with both air burst and floating aspects. Additional tasks include
imager obscuration technology and new concept engineering support
respectively, which require the prospective contractor to fabricate a
limited number of trainable dispenser systems and small quantities of
obscuration or radiative payloads and develop new decoy deployment
concepts. The major portion of the tasks will be performed at the
contractor's facility and field testing locations, not at NRL. The
anticipated period of performance for this requirement is 36 months
(basic award including two option years). Options may be exercised
sequentially or simultaneously. Offerors are required to provide a
secure facility for the storage and discussion of classified
information. Offerors shall also possess the necessary in-house
technical personnel, facilities and capabilities to handle and store
air-reactive payload materials, explosive materials and components such
as MK214 propulsion assemblies, rocket motors and impulse cartridges.
Offerors possessing said facility clearance will be issued a detailed
Statement of Work (SOW), which is classified SECRET, along with the
solicitation document. Numbered Note 26 applies. All responsible
sources may submit a proposal which shall be considered by NRL.
