Abney, 708-6498. The U.S. Department of Education requests proposals to
design and support the implementation of a national-results-based
reporting system for programs supported under the Adult Education Act.
The project will focus on developing standard protocols, guidelines,
and definitions to be used by states in reporting data to ED,
developing technical standards for electronic data collection and
submission, developing model training programs to assist state and
local providers in measuring, analyzing, and reporting quality
information, including how to use data for program improvement and
accountability, and identifying evaluation methodologies that states
can use to determine the validity, reliability, and accuracy of the
data being reported by local programs. Requests for copies of the Broad
Agency Announcement (BAA) may be made by telephone, mail, telegram, or
in person. ED expects to make one award which will be for no longer
than 18 months with an estimated cost $905,00.00. Telephone requests
shall be made to (202) 708-6498. SUBMISSION REQUIREMENTS: DEADLINE TO
SUBMIT ABSTRACTS (15 DAYS AFTER THE ISSUE DATE). To be considered,
abstracts shall be received by 2:00 P.M., EST, June 5, 1997 at the
Support Services Group. All abstracts must include the identifier
RFP-97-029 and title on all packages. There will be no formal RFP or
other solicitation regarding this requirement. ED will us a two step
submissions process to evaluate proposals submitted in response to this
announcement. Step 1-Offerors must submit abstracts which shall include
proposed theoretical and technical approaches, and a cost summary of
their budget. Ed will review the abstracts to establish a competitive
range. Step 2-ED, after the competitive range is established, will
request full technical, past performance, and cost proposals, which
will be performance-based, from those offerors who make the competitive
range. In the invitation, ED will specify proposal format and content
required by regulation, standards for an offeror-developed Statement of
Work (SOW), a schedule of deliverables, a cost proposal that provides
sufficient detail to allow assessment of cost, evidence of the
offeror's capacity to perform the work proposed, details on past
performance, and contractor performance information from relevant
organizations. A request for proposal does not assure subsequent award.
ED reserves the right not to fund a project. Abstracts will be reviewed
