The Administration for Children and Families (ACF) intends to solicit and negotiate with the Alaska Federation of Natives on a sole-source basis for services to conduct a study of the recommendations of the Joint Federal-State Commission of Policies and Programs Affecting Alaska Natives. P.L. 104-270 directs the Secretary of the Department of Health and Human Services to provide funding to the Alaska Federation of Natives in order to conduct the study and report to the Congress proposals of implementation.
