will result in a firm fixed price contract. The OIC/OICC is currently
seeking sources for the preparation of a concept; with options for
final plans and specifications for the Hover Pad and the High Power
Engine Run (HPER) Grated Pit Facility, cost estimates, calculations,
and Post Construction Award Services, for JSF T&E facilities at the
Naval Air Station, Patuxent River, MD. The estimated cost of
construction is between $1 million and $5 million. The estimated design
start date is July 1997. This project will provide a hover pad and a
high power engine run grated pit facility to support the JSF vertical
takeoff and landing (VTOL) test and evaluation program at Pax River.
The high power engine run grated pit facility will duct high
temperature and pressure exhaust gases away from the test aircraft
during high power vertical operations. Work includes construction of
high-temperature concrete and steel slabs/structures and drainage.
Design and construction will be in two independent phases: the high
power engine run grated pit facility followed by the hover pad.
Selection evaluation criteria will include: (1) Specialized experience
of the firm in designing high temperature/ pressure concrete/ steel
slabs or structures for VTOL operations with aviation or space programs
or agencies within the last 5 years; (2) Professional qualifications of
the firm and staff proposed for performance of the project; (3) Past
performance on contracts with respect to cost control effectiveness;
(4) Capacity to accomplish projects within required time; (5) Past
experience, if any, with respect to DOD contracts; (6) The firm's
quality assurance/quality control program to ensure coordinated,
technically accurate plans, specifications and cost estimates; (7)
Ability to sustain loss of key personnel while accomplishing the work
within the required time limits; (8) Utilizing CADD and its
compatibility with the Autodesk Autocad Release 12 format; (9)
Utilizing Specsintact. Each firms past performance and performance
ratings will be reviewed during the evaluation process and may effect
the selection outcome. Architect-Engineer firms which meet the
requirements listed in this announcement are invited to submit
completed Standard Forms 254 Architect-Engineer and Related Services
Questionnaire and 255 Architect-Engineer and Related Services
Questionnaire for Specific Project to the office shown above. Site
visits will not be arranged during the advertisement period. This
proposed contract is being solicited on an unrestricted basis. Only
firms responding to this announcement by close of business on the 30th
