The National Institute of Standards and Technology (NIST) proposes to modify contract no. 50SBNB4C8051 awarded on October 25, 1993 to CRSS Constructors, Inc., 1300 N. 17th Street, Suite 600, Arlington, VA 22209 for construction management services associated with the design and construction of new and renovated laboratory facilities at its Gaithersburg, MD and Boulder, CO campus'. The existing indefinite delivery -- indefinite quantity contract was awarded with a $10,000 minimum/$10,000,000 maximum for the initial 3-year period of performance, a $5,000 minimum/$3,000,000 maximum for each of the seven 1-year option periods, and a $15,000,000 maximum over the life of the contract. On October 19, 1995 NIST published a notice in the Commerce Business Daily of its intent to increase the maximum ordering limitation to $50,000,000. No response was received from this notice. The contract maximum was increased to $20,000,000 on October 23, 1996 with the intention of incrementally increasing the ceiling to $50,000,000 as funds became available. At this time NIST is advising of its intent to increase the contract maximum to $21,500,000 for performance through the end of Fiscal Year 1998. CRSS' background accumulated through performance of NIST construction management services such as design and constructability reviews, cost estimating, master project scheduling, facility and space coordination, and move and occupancy planning has provided them invaluable team experience and program knowledge which makes them uniquely qualified to perform the required services for NIST. Services are available from only one source and no other services will satisfy agency requirements in accordance with FAR 6.302-1 and 41 U.S.C. 253(c)(1).
