C -- ARCHITECT AND ENGINEERING FOR FINAL DESIGN OF A ROLLER COMPACTED CONCRETE (RCC) FLOODWATER RETARDING STRUCTURE ON BULLARD CREEK LOCATED 2 MILES WEST OF LAKEVIEW, LAKE COUNTY, OREGON. SOL NRCS-43-OR-97 DUE 061597 POC Rene' Walls, Contracting Officer, 503 414-3212, Ben Doerge, Technical Contact, 503 414-3245 EXT 1690 BULLARD CREEK FLOODWATER RETARDING STRUCTURE, LAKE COUNTY, OREGON 1. General. The Natural Resources Conservation Service(NRCS), Portland, Oregon, proposes to contract for the final design of a roller-compacted concrete (RCC) floodwater retarding structure on Bullard Creek. The final design shall include the preparation of construction drawings and specifications. The NRCS preliminary design indicates the RCC floodwater retarding structure could be approximately 55 feet high and hold 64 acre feet of water with an auxiliary spillway capacity of 9500 cfs. The contract will be a firm, fixed-price Architect-Engineer (A&E) contract. The contract will require services including: review of the NRCS preliminary design; RCC lab testing and mix design; preparation of the landscape plan for inclusion in the construction drawings; final design of the RCC dam and appurtenances; and consultative services during construction. The NRCS Preliminary Design includes geologic investigations, hydrology and hydraulics design, geotechnical design, stability analysis, and preliminary RCC design. The estimated cost for the RCC floodwater retarding structure is between $1 and $2 million. The A&E contract for final design is estimated to have a performance time of 450 calendar days. The construction contract has an estimated start date of April 1999 and a completion date of October 1999. Selection for this project will be based on the following criteria, shown in descending order of importance: a. Specialized experience and technical competence including knowledge of NRCS policy, criteria, and procedures; b. Professional qualifications necessary for satisfactory perfomance; c. Past performance on contracts with Federal government and private industry; d. Capacity to accomplish the work in the required time; and e. Location in general geographic area of the project and demonstrated knowledge of the locality of the project. No other information will be sent out and no RFP will be issued for this project.
