The criteria which will be the basis for selecting firms are (in descending order of importance): (1) Experience in design as stated above; (2) Professional qualifications of staff to include professional credentials, experience and training; (3) Professional capacity of firm to accomplish work in required time; (4) Past performance of previous DoD and other contracts; (5) Volume of work previously awarded to the firm in general geographic area of the project.
