issuing a Request for Quotation (RFQ) on or about 28 May 97 for the
conversion of shelflists or collection of catalog cards of 12 libraries
into US Machine Readable Catalog (MARC) format. Contractor's must be
authorized to work in each country of performance. All libraries will
be identified in the Dynix library automation system by a 4 letter
code. The shelflists from each library will be imaged on-site by the
vendor using contractor provided equipment (ie: scanner or copier). The
shelflists will then be converted to MARC and subsequently transferred
to 1/4 inch data cartridge and read into the cataloging module of the
Ameritech Library Automated System, version 138E. Printed bar-codes
are not required for this project. Two cartridges for each library's
shelflist shall be created by the vendor. One cartridge shall be
provided to the owning library, and one shall be sent to HQ USAFE/SVPL.
The vendor shall use a database, such as Online Computer Library Center
or equivalent, that complies to the Library of Congress standards. Each
record in the shelflists shall be searched in the database for a
matching "hit". Elements in the record which shall be matched are
title, edition, publisher, imprint date, ISBN, LC Number, etc. The
matched record shall then be modified by the contractor based on the
library's specifications and added to the collection of MARC records
for a given library. If no match is found in the database, the vendor
shall create a MARC record based on the bibliographic information on
the catalog card being searched. The new record shall be consistent
with the MARC format and current AACR2 cataloging rules. The serial
format record shall be used for items in a series. Each MARC record
shall use the 966 tag to identify holdings data. Holdings data will
consist of the following: Item Type (i.e., Circulating Book); Call #
(i.e., 005.754 Tit); Collection Code (i.e., Non Fiction Adult); Item
Status (i.e., Non Fiction Adult); Branch (Library Identification Code);
Price; Binding; General Notes; and Check in Notes. Approximately 80
percent of the titles to be converted are standard monographs, 15
percent are audiovisual materials and sound recordings, and 5 percent
are serials. USAFE libraries use the Dewey Decimal System and Library
of Congress Subject Headings. Collections are 99.5 percent English
language. Holdings include a pre existing bar-code number, item type,
media type, local notes, local call number, price, and binding
information. The anticipated period of performance is nine months for
completion of retroconversion services for all sites. When responding,
state name, address and RFQ number. All responsible sources may submit
a quote which will be considered. A purchase order will issued to the
vendor who's offer provides the best value to the government, price and
other factors considered. The U.S. Government anticipates issuing a
purchase order prior to August 1997. This acquisition was previously
synopsized under Request for Proposal (RFP) F61521-97-R-5012 on 3 Mar
97. Those vendors who responded to the initial RFP synopsis are already
included on the source list for this acquisition and do not have to
