Talon II (CT-II) Contracting Division (ASC/LUMK) at Headquarters
Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio,
seeks sources to provide Operations and Support (O&S) activities to
sustain the CT-II MC-130H aircraft system and subsystems starting
January 1998. The MC-130H weapons system, developed and produced by
Lockheed-Martin Federal Systems (LMFS), is a modified C-130 aircraft
integrated with both off-the-shelf and newly developed subsystems. O&S
includes performing those tasks necessary to maintain system and
associated subsystems at fully mission capable levels, enhance system
and subsystem performance to provide improved mission capabilities, and
ensure that the CT-II system and associated subsystems remain fully
integrated. As such, this represents a continuation of support only,
and shall not duplicate work previously initiated under prior
contracts. All O&S activities accomplished for the CT-II system and
subsystems shall be fully supported logistically by the addition of, or
accomplishing changes to, associated support equipment, training,
testing, documentation (including technical publications,
provisioning/engineering data, drawings, etc.) as required to sustain
the system and subsystems at the organizational, intermediate and depot
levels. In some cases, however, where engineering responsibility is not
included within the scope of O&S activities, support analyses will be
limited to an assessment of logistics impacts only. O&S activities will
be required to augment technical support and resolve technical issues
for the MC-130H and fielded subsystems. More specifically, O&S will
include a recurring requirement to provide technical assistance to
investigate field anomalies and Discrepancy Reports (DRs), maintain
fielded technical data bases, and maintain existing material and
process specifications. LMFS provided CT-II O&S support for the
previous contract periods. The government contemplates award of a firm
fixed price contractfor recurring O&S activities, with a time and
materials provision for non-recurring O&S activities. The draft Advance
Change Study Notice (ASCN) is scheduled to be issued in June 1997, with
contract award anticipated for December 1997. Potential offerors must
have demonstrated excellent past performance in work on government
support contracts, and excellent past performance on government weapons
system sustainment. Responses should include, at a minimum, the
following information: All engineering, management and production staff
needed to complete the effort, including man loading and resumes of key
personnel; previous experience and contracts associated with similar
weapons system sustainment efforts; detailed financial capabilities;
and description of available facilities to include software testing
facilities. All information received by the government as a result of
this request for sources shall be at no cost, nor shall the government
compensate an respondent for costs incurred in the development of this
information. This request for sources in no way commits or implies a
commitment by the government for future contractual obligation. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resulting to use of the Ombudsman. Potential offerors are invited to
