Contract Specialist (412)365-5455 Request for A/Engineer Services for
electrical testing and updating of existing electrical distribution
system from utility source to last distribution in each branch circuit
throughout system at all three divisions of the VA Pittsburgh
Healthcare System. Services are through Construction Period and are to
provide specifications to perform 3-year electrical switchgear and
distribution maintenance testing as required by VHA Directive 10-94-103
and VA Circular 10-86-25 as they apply; perform power factor study of
existing P.F. correction capacitors and submit formal P.F. improvement
recommendations with construction period services. A/E will provide
for the inspections, testing and adjustments of electrical equipment,
main breakers, transfer switches, generators, meters, transformers and
thermographic survey and provide specific recommendations to update
and improve electrical systems at all 3 divisions. Scope is to (1)
Update existing electrical system from primary system down to secondary
distribution panels drawings and/or diagrams (normal and emergency
systems and feeds). (2)Extend electrical drawings to include all
distribution panels on all floors of all buildings on grounds (includes
branch circuit breakers of 100 AMP, 3 PH or larger). (3)Provide updated
computer discs for drawings for VA use on compatible computer using
Autocad Release 12. (5)Report defficiencies in system such as
maintenance problems, defective equipment and potential safety
problems, or code violations. (6)Investigate existing power factors
correcting devices and submit formal recommendations for upgrading
and/or improvements. (7)Prepare project specs (include thermographic
survey w/photographs of all apparatus and equipment) by editing and
modifying VA master specifications, to comply with Directive/Circular.
(9)Provide itemized cost estimate. (10) Provide Construction period
services. (11) Provide specs and drawings for reviews at 75% and 100%).
A/E firms shall be within a 100 mile radius of the University Drive
Division of the VA Pittsburgh Healthcare System. Procurement is
set-aside for emerging small business concerns; SIC Code is 8712; small
business size standard is $2.5 million. An emerging small business is
one whose average annual gross revenue for the last 3 years is no
greater than 50% of the size standard applicable to the assigned SIC
code. All interested and responsible firms desiring consideration shall
submit two copies of current SF-254 and SF 255 to Marian Ropelewski
(90A), VA Pittsburgh Healthcare System 7180 Highland Drive, Pittsburgh,
PA 15206 no later than C.O.B., 6/17/97. Evaluation will be according to
