(FHWA) is seeking sources to form a consortium/teaming arrangement to
perform professional and support services to support the agency's
Office of Technology Applications' mission to guide, support, and
facilitate the advancement and implementation of innovative
technologies and strategies for the benefit of the nation. FHWA
continues to develop and execute a comprehensive program to support
advancement and adoption of innovative technologies; and a continuous
contractor(s)-aided program of technical studies, program evaluation
and design, policy analysis, and technology transfer through marketing
and communication efforts is necessary to assist this effort. The
services anticipated under this initiative will especially focus on
design, construction, and operation of the physical surface
transportation infrastructure, which will complement other, existing
contractor-supported efforts which focus on policy issues and
intelligent transportation systems. The services anticipated under this
requirement are classified into three major categories: (1) Program
support and special studies, (2) Program evaluation and design, and (3)
Outreach, marketing, education, information dissemination, and
technology transfer support. Prospective contractor(s) will be
responsible for providing up to 198 staff-months of direct labor each
contract year for a total contract period of performance of five years.
The contractor is responsible for providing the following
disciplines/areas of expertise: (1) Highway Engineering and Operations
-- traffic engineering/transportation management, pavement
design/maintenance, pavement maintenance materials and techniques,
anti-icing/winter maintenance/snow and ice control, (2) Policy/Economic
analysis -- operations research analyst, economist, statistician/data
analyst, market research, mathematician, (3) Structural and Materials
Engineering -- Corrosion engineering, high performance materials
(highway and bridge engineering, bridge design, standard test methods,
structural materials, composite materials including fiber-reinforced
polymers, and high-performance concrete/steel), (4)Engineering
forensics -- failure analysis/investigation, risk analysis, (5)General
-- human factors, organizational behavior, transportation safety,
innovative contracting, innovative financing, marketing, motor carrier
safety and operations, (6)Education/training/capacity building --
computer-aided instruction, other innovative educational and training
techniques, sociologist. It should be noted that the engineering and
other professional expertise provided under this requirement is
expected to be of the highest caliber available, consistent with FHWA's
vision to "create the best transportation system in the world for the
American people through proactive leadership, innovation and excellence
in service." The FHWA strongly encourages that this consortium/teaming
arrangement include maximum participation by Historically black
colleges and universities, Minority institutions, and Small
disadvantaged business concerns. The agency is seeking industry input
regarding the maximum percentage of this type of participation
practicable for these services. Indications of interest should be
