NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR MODIFICATION OF COMMERCIAL SOFTWARE AND RELATED HELP DESK SUPPORT PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES, NON-PERSONAL CLASSCODE: D -- INFORMATION TECHNOLOGY SERVICES OFFADD: Department of the Air Force (AFMC), 8107 13th Street, Attn: HSC/YAKAM, Brooks AFB, TX 78235-5218 SUBJECT: D -- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR MODIFICATION OF COMMERCIAL SOFTWARE AND RELATED HELP DESK SUPPORT. The U.S. Air Force, Human Systems Center, Brooks AFB, TX, intends to award a sole source purchase order for modification of commercial software used in the AF Fitness Program and for related helpdesk support. The required modifications will provide parity and compatibility with Air Force proprietary software and include: 1) Adjustment of the workload every two minutes during the workload progression phase ILO of every minute. Workload progression phase to last six minutes; total test length to be 14 minutes, remove logic for extending test by one minute. A conversion table showing the tbl_interval which will consist of : TestRecordID, Interval, Heartrate, and Workload is available from the contracting office identified herein. 2) Change all checks for variable heart rate and formulas to use 5 BPM. 3) Change logic to compare the final 3 heart rates if last 2 heart rates exceed 5 beat variance; if any 2 heart rates of the final 3 heart rates have a variance less than or equal to 5 beats, then use those 2 heart rates for the calculations. 4) Change the invalid/fail determination to use revised factors and change the report reading for invalids to read: "[Rank] [Name], [SSAN], your score does not meet the Air Force minimum fitness standards of [nn] (estimated VO2max) and is less than the Air Force fitness standard of [nn]". Delete specific score in this case. 5) Workload changes for re-tests after invalid, which affect workload, will be exactly +/- 0.5 kp. Ignore the formulas for workload on any follow up test after an invalid and apply the workload adjustment to the workloads of the previous test. 6) For pass/fail calculations, if only one of the three final HRs is 125bpm, show as a valid assessment, perform calculations on a final heart rate of 125 bpm. 7) When invalid test is due to a true variable heart rate make no adjustment to workload for retest. Adjust workload downward by 0.5 KP if heart rate is increasing throughout last 3 minutes of the test and variance is > 5 bpm. 8) For variable or increasing HR < 125bpm increase workload (0.5kp) for retest. 9) Remove adjustment to the VO2max "score". 10) When the heart rate of the last minute is greater than the maximum heart rate but one of the previous 2 heart rates is not greater than the maximum heart rate, calculate the score based on the average heart rate. 11) Add 10, single-alpha, AFPC codes for repeat failures to tblTestSubject. 12) Change all dates to use 4-digit year. Change all forms and reports to accept/show 4 digit year. 12) Develop import interface with Government proprietary fitness software for modules developed in ASIMS to accomplish import. 13) Allow IFPM to update/delete exemption information. Display warning message before the update/delete screen. 14) Prevent FAM from testing the same subject twice on the same calendar day. 15) Allow UFPM to import data from more than one Unit, add extra entries to tblMyUnit, change summary report selection criteria to allow selection of all or specific units. 16) Prevent personnel data export to Government personnel data system. 17) Replace AFSC Table with table using current AFSC list. 18) Add screen message for reducing workload to .5 kp to show simultaneously with heart rate warning message for tests aborted due to high heart rate. 19) Changes shall not effect protocol 20) Force referential integrity on RankID, TobaccoID. 21) Produce an Invalid assessment report showing the Name of the subject with type/count of invalids Allow IFPM to select with the same criteria as the summary report. (Unit, installation, office, dates). 22) Set/reset retest date whenever a report or form will be displaying the information. Allow the IFPM to change the retest date. 23) Modify selection criteria screens to look like the summary report selection screen. 24) Modify summary report to add 6 additional categories of personnel test status. 25)Allow IFPM to change next test date. 26) Privacy ACT statement to print on all reports containing SSAN information. 27) Perform Database repair with initial log in of each day for all stations. 27) Add database calculation: If average HR<125bpm then Calculate score with 125bpm Else Calculate score with average HR. 28) Four months of technical support from 8:00 am to 4:00 p.m. PDT will be provided. 29) 100 CD copies of the upgrade, each with user literature, FOB San Antonio. 30) Option for an additional 12 months of technical support to be exercised at the discretion of the Government. All responsible sources may submit a quotation, which if received within fourteen (14) days after publication of this synopsis, will be considered by the Government. Interested vendors who can furnish the required software and support maysubmit a statement demonstrating that the capability of the product offered meets the requirements synopsized above. Substantiating technical or other descriptive literature must be provided, if requested by the contracting activity. However, this is notice of intent -- not a request for competitive proposals, the Government intends to solicit and negotiate with only one source, MicroFit, Inc., a small business. The Determination to solicit from only one source is pursuant to FAR 13.106-2(a)(5), Only One Responsible Source Is Reasonably Available for the Items Described Herein. Quotations received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses referencing RFQ number F41624-97-Q-1000 must be priced FOB destination and include support and maintenance limitations and/or restrictions, and delivery date.
