COMMERCE BUSINESS DAILY ISSUE OF MAY 15,1997 PSA#1846X -- LEASE OF LODGING FACILITIES This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subparts 12.6 and 13.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation to be issued; proposals are being requested and a
written solicitation will not be issued. The solicitation number for
this Request for Quote is N00244-97-Q-5176. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition circular 45. This solicitation is issued on an unrestricted
basis for the Lease/Rental of lodging for use by Portsmouth Naval
Shipyard (PTSMH) personnel in accordance with Statement of Work. Total
number of rooms is 713 for 9846 room days for period commencing
6/16/1997 through 8/28/1997. The specific dates and number of rooms per
day is is as follows: 6/16/1997 through 6/17/1997 26 rooms for 2 days;
6/18/1997, 33 rooms for 1 day; 6/19/1997 through 6/22/1997, 39 rooms
for 4 days, 6/23/1997 through 6/24/1997, 72 rooms for 2 days,
6/25/1997, 85 rooms for 1 day; 6/26/1997 through 6/29/1997 91 rooms for
4 days; 6/30/1997 through 7/6/1997 169 rooms for 7 days; 7/7/1997, 197
rooms for 1 day; 7/8/1997 through 7/17/1997 189 rooms for 7 days;
7/18/1997 through 7/24/1997 189 rooms for 7 days; 7/25/1997 through
8/07/1997 182 rooms for 14 days; 8/08/1997 through 08/12/1997, 166
rooms for 5 days; 08/08/1997 through 08/12/1997, 166 rooms for 5 days;
08/13/1997 through 08/14/1997, 82 rooms for 2 days; 08/15/1997 through
08/21/1997, 80 rooms for 7 days; 08/22/1997 through 08/28/1997, 41
rooms for 7 days. It should be noted taht adjustments may be necessary
due to unforeseen changes in manpower requirements. Statement of
work/Specifications: 1) Minimum size of living area is 300 square feet,
excluding the bathroom/facilities area. 2) Rooms must provide "quality
of life", sanitary living conditions. 3) Minimum furnishings are one
queen size bed, two pillows, one blanket, one bedspread, one dresser,
one comfortable chair, closet or clothes hanging space, a table or desk
suitable for writing, adequate lighting such as one large overhead
light and a table lamp. 4) Private bath with shower, tub toilet and
sink, a shelf/shelves for toiletries and continuous hot water, to be
free of rust, cracks, etc. In the porcelain and surrounding area.
Ceiling must be free of damage (cracks, breaks, etc.), anti-slip
tub/mats. 5) Clean carpeted rooms. To be free of insects, dirt, etc.,
to be shampooed at least every 6 months or less and vacuumed by daily
housekeeping services. 6) Room must have a clean, sanitary odor. 7)
Color television in good operating condition. 8) Independently
controlled air conditioning/heating system in good working order. All
units must be securely attached to wall, floor, etc. Be clean,
electrically safe and inspected on a regular basis. If unit is a wall
unit there should be draft/gap in the surrounding area where it's
installed. 9) Door with chain lock or dead bolt which must be securely
fastened to the wall/door frame. 10) Minimum change of linen supply to
be weekly or bi-weekly or upon change of occupancy, whichever comes
first. 11) Daily towel (clean towels provided) and weekly
maid/housekeeping service (rooms msut be dusted on a regular baisis or
as needed). 12) Twenty-four (24) hour telephone service with local
calls free of charge. 13) Daily mail service. 14) Laundry service
available within the apartment or apartment complex. 15) Adequate safe
parking (at no additional cost). 16) Location of the apartment to be
within a 20 miles radius of the Naval Subase Pt. Loma, San Diego, CA
92106. 17) Check in time must be no later than 11:00 A.M. Portsmouth
employees are assigned one per room and afforded access to all
facilities as regular guests. 18)Contract is sales tax exempt. 19) Term
of contract will not be altered without concurrence of Portsmouth Naval
Shipyard, Code 535.vc, with appropriate modification to the contract.
20) All rooms require a kitchen area with pots and pans and cooking
utensils, a full stove/oven with cooktop; full efficiency; a microwave
oven, and refrigerator. Mini apartments are considered acceptable. 21)
All rooms require a smoke detector and/or sprinkler system in operating
condition. A current fire inspection certificate must be posted. 22)
All electrical outlets are to be in place and firmly attached to the
wall. A minimum of three grounded outlets and no use of extensions
cords, to prevent hazardous, unsafe conditions. Inspections and
acceptance of the apartment complex will be done by the contracting
specialist/officer or Beach administrator. Employees assigned to each
apartment are responsible for all long distance phone calls, room
service, damages, pets and dependents. Should the contractor elect to
provide these additional services, the basis thereof and charges for
such services are strictly between the contractor and the employee. The
following clauses and provisions are applicable and hereby incorporated
into the solicitation by reference and will be provided by the
