University of California, operating the Los Alamos National Laboratory under contract to the U.S. Department of Energy (DOE)is interested in subcontracting with a fully qualified firm capable of providing Protective Force Services for Los Alamos National Laboratory (LANL), the Department of Energy (DOE), the immediate area, and other remote sites as directed by the University. The subcontractor shall provide the necessary management, protective, administrative, operational, and logistical efforts required during the subcontract period. The subcontract will require the provision of armed (offensively and defensively qualified) and unarmed Security Police personnel to perform physical security functions include but not limited to: tactical response teams, fixed stations and patrols, convoy support, communication and alarm operations and response, alarm and assessment systems maintenance, property protection programs and live fire range operations. Protective Force services will be performed under the technical direction of the Laboratory's Facilities, Security, and Safeguards Division (FSS). A cost-plus performance base fee subcontract (i.e., a subcontract containing fee arrangements to award outstanding performance) is anticipated. The total estimated cost of the present Protective Force Subcontract for FY 1997 is $26.3M, exclusive of fee. The term of any resulting subcontract will be for a basic period of four (4) years with one unilateral option on the part of the Laboratory to extend the subcontract for an additional five (5) years.
