commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested. A written solicitation will not be issued. This
request for quotations, RFQ Number 97P030183, is for an introductory
training course in C++ for 40 students. The period of performance shall
be from June 6, 1997 through June 19, 1997. Training shall be held at
the Government site, 5600 Fishers Lane, Rockville, Maryland, from 9:00
a.m. to 4:30 p.m., Monday through Thursday. The instructor shall be
available from 4:30 p.m. to 5:30 p.m. for discussions with students.
Twenty (20) students shall be trained each week. The training shall
provide a solid foundation for developing C++ applications, regardless
of which development environment or operating system the Government
may be using. Experience in C or object-oriented programming shall not
be prerequisites. The training shall contain key object-oriented
programming concepts as well as hands-on experience developing C++
programs. Students shall learn how to: 1) create, compile and run C++
programs; 2) define and use C++ classes -- the basic units of reliable,
reusable code; 3) read and understand basic C++ syntax; 4) declare, use
and distinguish variables, constants, arrays, pointers, and references;
5) write functions, decisions and loops; 6) use standard input and
output functions and operators; and 7) derive new classes from existing
classes with inheritance. In addition to comprehensive course materials
(one set per student), the Contractor shall provide all hardware,
software, and networking equipment needed to conduct the training. An
instructor conference shall be held prior to the training to discuss
how the Government's requirements can best be met. The Government shall
provide a suitable classroom and set-up assistance the workday prior to
the start of training. The SIC Code is 8243 and the small business size
standard is average annual receipts for the preceding 3 fiscal years
not in excess of $5 million. Solicitation documents, provisions and
clauses herein are those in effect through Federal Acquisition Circular
90-46. FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT
1995), and FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items (MAY 1997), applies to this acquisition. Quoters must include a
completed copy of FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items (JAN 1997), with quotes. FAR
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items (AUG 1996), applies to this
acquisition as well as the following clauses cited therein: FAR
52.222-26, Equal Opportunity (APR 1984); FAR 52.222-35, Affirmative
Action for Special Disabled and Vietnam Era Veterans (APR 1984); FAR
52.222-36, Affirmative Action for Handicapped Workers (APR 1984); and
FAR 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era (JAN 1988). In addition to a completed copy
of FAR 52.212-3, responses must include a price quote; a course
description; a description of training aids that will be used, e.g.,
hardware, software, course material, etc.; and three references (name,
point of contact, and telephone number) for whom the quoted course has
been conducted within the last year. Quotations will be evaluated using
simplified acquisition procedures (see FAR 13.106-2). The quotation
which is determined most advantageous to the Government, considering
the quoters capability to satisfy the Government's requirement, price
and past performance, shall be selected. Direct all questions or
