Missouri National Guard desires a firm fixed-price contract for the
upgrade of the sanitary/storm sewer system located at Jefferson
Barracks Air National Guard Station, St. Louis, Missouri. The
installation is located in a National Historic District and all work
must be in compliance with the Department of the Interior standards for
historic preservation. Work consists of furnishing all plant, labor,
equipment and materials to install a new storm water sewer system.
Current storm drainage into a combined sanitary/storm sewer will be
disconnected. Work will also upgrade the base communication system by
installing a new system of handhold and underground ducts connecting
all facilities on the installation. Project will also provide an
underground electrical system for street lights along the main roads.
All work is to be performed in strict accordance with the
specifications and drawings. The construction performance period is 180
calendar days after receipt of a Notice-to-Proceed. The estimated
madnitude of construction is between $1,000,000.00 and $5,000,000.00.
This is an unrestricted acquisition, however, it will be subject to the
"Evaluation Preference for Small Disadvantaged Business (SDB) Concerns
in Construction Acquisition Test Program". Large businesses will be
required to submit a subcontracting plan if awarded a contract
resulting from this solicitation. No telephone or facsimile requests
for bid packages or bidder's mailing lists will be accepted. All
request for solicitation documents must be accompanied by a
non-refundable deposit in the amount of $43.00. The deposit must be in
the form of a certified check, cashiers check or money order made
payable to the U.S. Treasury. Written requests will be honored on a
"first come first served" basis. No requests for bid sets will be
honored when supplies are exhausted. The estimated bid opening date is
