TECHNICAL QUALIFICATION PROPOSALS: The GSA is soliciting proposals
from design build firms, partnerships, or joint ventures for the
delivery of a new Chiller Plant for the Harley Staggers Federal
Building, 75 High St., Morgantown, WV 26505. The project consists of
the replacement of two (2) existing 100 tons reciprocating chillers
with two (2) new R-134a chillers. The project includes the replacement
of the two existing chilled water pumps with new, replacement of
associated valves, piping, and control components and their interface
with existing equipment. Existing R-22 refrigerant is to be recaptured
and turned over to the Government. All new work is to be designed and
constructed using the Metric System. The project is advertised as a
two-phase design build procurement and is being conducted under full
and open competition under the Small Business Competitiveness
Demonstration Program. The first phase will consist of the submission
of bidders past experience and individual technical qualifications
(firm, workers, and design professionals). PHASE I SUBMISSION OF
TECHNICAL PROPOSAL REQUIREMENTS: The Phase I proposal is to address
each of the following criteria. The evaluation criteria (Personnel
Qualifications, Contract Qualifications, Prior Working Experience) are
listed in descending order of importance, with Personnel
Qualifications being more important than the other two (2). 1.
PERSONNEL QUALIFICAITONS: The Lead Designer shall be licensed to
practice Engineering in the State of West Virginia and shall have a
minimum of five (5) years of professional experience in the design of
HVAC systems. Within the past 5 years, the Lead Designer shall have
successfully completed the design of 3 chiller projects of a similar
scope to this project. Provide a contact person, representing the
owner, for each of the project references provided. The designer shall
also provide a resume identifying his/her education (BS,MS, etc); any
other certificates, licenses, and/or awards held; anda listing of five
additional typical projects that the designer has acted in the lead
design role on in the past five years. The designer shall have the
ability to produce drawings in Autocad release 12 for design
submission. The Project Manager/Coordinator shall have at least 5 years
of experience in construction project management/coordination. The
Contractor shall provide a resume identifying his past experience and
5 typical projects that the PM/Coordinator has managed in the past 5
years. The Project Superintendent shall have at least 5 years of
experience acting in the capacity of Superintendent. The Contractor
shall provide a resume identifying his past experience and 5 typical
projects that the Superintendent has managed in the past 5 years. The
Refrigerant Technician shall be licensed in the removal, containment
and transfer of refrigerants and shall have at least 5 years of
experience acting in that capacity. The Contractor shall provide a
resume identifying his past experience and 5 typical projects that the
Refrigerant Technician has worked on the past 5 years. 2. CONTRACTOR
QUALIFICATIONS The Contractor shall list a maximum of 5 previous D/B
projects that they have worked on. The Contractor shall also
demonstrate the successful completion of 3 chiller installations,
constructed in the past 5 years. Provide a brief description of the
scope of the project, construction award amount, and provide the name
and phone number of the owners representative for each project
submitted. The Contractor shall be licensed to build projects similar
to this project in their home state. 3. PRIOR WORKING RELATIONSHIP
Bonus points will be provided for design build teams (contractor and
designer) that have worked together on previous projects, in the same
roles planned for this project. TECHNICAL PROPOSALS SHALL NOT INCLUDE
PRICES OR PRICING INFORMATION. REQUEST FOR PHASE II-COST PROPOSALS: The
five (5) most highly qualified Phase I Offerors will be requested to
submit cost proposals for Phase II. Award of this contract is
contingent upon funding approval. Offerors will not be reimbursed for
expenses or efforts under Phase I or Phase II submissions. The SIC Code
for this project is 1711. The project control number is IWV96579. The
estimated cost range of the project is between $250,000-$500,000.
