hawkj@eglin.af.mil. The Lethal SEAD Division of the Weapons, Air Base,
and Range Product Support Office plans to pursue a procurement of an
Advanced Concept Technology Demonstration (ACTD) program for the Low
Cost Autonomous Attack System (LOCAAS). All aspects of acquisition
streamlining will be considered for this procurement, to include the
use of Other Transactions Assistance Instruments under 10 U.S.C. 2371
Section 845 expanded use for prototypes. The purpose of the ACTD is to
demonstrate that a low cost, [NTE $33K average unit production cost
(AUPC), not including the cost of dispensers/dispensing mechanisms],
system can be produced using a Multi-Mode Warhead, solid state Laser
Radar (LADAR) seeker with Autonomous Target Recognition (ATR), and
INS/GPS midcourse guidance and that these components can be integrated
into an air vehicle powered by a miniature turbojet engine. Munition
concepts which do not involve these technologies will not be
considered. Four of the LOCAAS vehicles will be integrated into a
modified SUU-64 tactical munition dispenser (TMD). This configuration
will then be installed on F-16 block 50 and/or B-52 aircraft for
demonstration that LOCAAS all up systems can be dispensed from the TMD,
effectively attacking multiple targets. The LOCAAS munition will also
be form and fit compatible with the Army ATACMS. The overall objective
of the ACTD is to provide an affordable standoff (minimum 90 miles)
miniature munition to autonomously search for, detect, identify,
attack, and destroy theater missile defense, surface-to-air missile
(SAM) systems (i.e. SEAD) and interdiction/armor targets of military
interest. The system will be capable of discriminating between
classes/types of targets and between targets and non-combatants. The
LOCAAS system will be designed so as to be produced for less than
$33,000 AUPC based on production of 12,000 units in 1996 base year
dollars. It is the intent of this procurement, within 36 months of an
award, to demonstrate military utility of a complete LOCAAS system from
mission planning, using Air Force Mission Support System (AFMSS),
through launch from combat aircraft, to target acquisition and
engagement. The offeror must be able to support development of a LOCAAS
mission planner and engagement simulation which is Distributed
Interactive Simulation/Higher Language Architecture (DIS/HLA)
compliant. This tool will allow simulation of multiple LOCAAS munitions
from mission planning through carriage release by Air Force platforms,
as well as model and display LOCAAS munition flyout and target
engagement. The simulation will provide all necessary capability to
exercise the LOCAAS simulation in DIS/HLA wargaming exercises. This
simulation and a detailed 6-Degree of Freedom simulation will be
components of a modeling and simulation master plan which the offeror
will be expected to support. The offeror is also expected to
aggressively support pre-flight Government testing of the LOCAAS system
in the Kinetic Hardware-in-the Loop (KHILS) facility at Eglin AFB. The
LOCAAS A/W/E mission planning module development must take maximum
advantage of available AFMSS automated tools, use version 2.0 (or
later) core software, and allow full mission planning of four dispenser
loads in less than one hour. The LOCAAS munitions should be in-flight
retargetable prior to release of the TMD. Fabrication and delivery of
up to 16 TMD loads (total of 64 residual LOCAAS) and training of
air-crews and maintenance personnel will be accomplished at the end of
the ACTD. The residual assets are in addition to the quantity of
test/demo assets and will be delivered with operator manuals, BIT
tester/re-programmer software, stand alone AFMSS A/W/E module and
training syllabus for flight and loading/maintenance crews. This
procurement is considered a continuation of on-going laboratory efforts
previously accomplished at the US Air Force Wright Laboratory, Eglin
AFB and the US Army MICOM, Redstone Arsenal. Particularly given
government budgetary constraints, it is an objective of this
procurement to take maximum advantage of relevant independent industry
investment. The Government plans to make updated information
concerning this acquisition available to qualified offerors via the
Eglin Electronic Bulletin Board, located at
@http://eglinpk.eglin.af.mil/OPS/LOCAAS.HTM. An industry day for
potential offerors and their subcontractors is planned for 29 May 1997
at Eglin AFB FL. The LOCAAS IPT will be available for one-on-one
discussions with prime contractors only following the industry day
briefing, as requested. Specifics of location, time, and agenda will be
provided via the Eglin Electronic Bulletin Board. A Program Research
and Development Announcement (PRDA) is planned for release no earlier
than August 1997. Proposal submittal in early Fall 97 is anticipated,
with award in January 1998. Information associated with this program
may be classified up to and including SECRET/NOFORN. Only qualified
U.S. prime contractors who have registered with and are certified by
the United States/Canada Joint Certification Office, Defense Logistics
Service Center, Battle Creek MI 49016-3412 (1-800-352-3572) are
eligible to receive solicitations. Certification is accomplished using
DD Form 2345, Military Critical Technical Data Agreement. This
synopsis is for information and planning purposes only and does not
constitute an IFB or RFP, and is not to be construed as a commitment to
contract by the Government. Prime contractors who have not already
submitted a statement of capability under the 30 Jan 97 CBD notice
should do so within 15 calendar days of this announcement. Submit the
statement of capability to Mr. John Hawk, WL/MNK, 101 West Eglin Blvd,
Suite 337, Eglin AFB FL 32542-6810. The statement of capability must
include, but is not limited to, a description of your industry team as
well as your contemplated approach to this procurement. After the
statements of capability have been screened, invitations to the
Industry Day will be extended to those prospective PRIME contractor
sources who, in the sole judgment of the purchasing activity, have the
capability to compete successfully for the LOCAAS acquisition. The
basic strategy contemplated for this ACTD is a two phased program. The
initial or first phase is anticipated to be less than 7 months and
will concentrate on verifying, through captive flight test
demonstration, the maturity and performance of the LADAR/ATR against a
selected, limited set of available targets of interest. The intent is
to select either a single or two competing LADAR/ATR designs to
participate in this initial phase. To be selected in this phase a
competitor must have a proposal the government finds acceptable in
terms of cost, schedule and risk for both the initial and follow-on
phase for the completion of the ACTD effort. Specific performance
criteria will be established to guide the downselect and continuation
decision. The second or follow-on phase will be the completion of the
LOCAAS munition design and integration into a modified SUU-64
dispenser, and integration of the dispenser on an aircraft for flight
test demonstration. This phase of the program will also involve the
fabrication of up to 16 SUU-64 dispensers with 4 LOCAAS/dispenser. The
total period of performance for the combined initial and follow-on
phases of the program is NTE 36 months. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
