synopsis/solicitation for commercial items prepared in accordance with
format in Subparts 12.6 and 13.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation to be issued, proposals are being requested from
this announcement, a written solicitation will not be issued. The
Request for Quote number is N00244-97-Q-8657. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 45. This solicitation is issued on an a restricted
basis for the following item: (1) each Portable Coordinate Measuring
Machine (to be referred as PCMM). The equipment will be used to measure
bondform tooling, aircraft fixtures, components and related parts. The
equipment must meet or exceed the following specifications. 1. The
equipment shall be a manufacturers current production model which has
been designed, engineered and sold or is being offered for sale through
advertisementsor manufacturers published catalogs or brochures.
Products such as prototype systems, preproduction models, or an
experimental unit do not qualify as meeting this requirement for a
commercially available, off-the-shelf product that may be slightly
modified to meet the Governments specifications. 2. System Description:
2.1 The requirements of the PCMM are as follows: a. An instrumented
seven-degree of freedom articulating arm with rotary transducers at
each joint to provide complete point position and body orientation data
with two copies of software for analysis, manipulation and
interpretation, inspection and reverse engineering. b. Arm assembly
including mounting base, but not including a tripod or stand, shall not
weigh more than (40) pounds. c. The PCMM shall have a minimum
dimensional measuring envelope of 12 feet spherical. d. The system
composite accuracy shall be determined in accordance with ANSI B89 ball
bar and step gauge methods. e. The PCMM shall have a two-sigma (95
percent) bandwidth single-point accuracy which is within 0.007 inch
over the entire measuring range. f. Arm joints shall consist of
precision bearings for smooth rotational movement. g. The PCMM shall
have automatic compensation for temperature and for probe tip size
variations. h. The system shall operate on 120VAC, 60Hz, 15A electrical
power supply, with no hydraulics or pneumatics. i. The system must be
easily transported by a single individual without the need for
additional rigging equipment while enclosed in its protective
transportable carrying case or it must be contained within a portable
wheeled cabinet. j. The system must be capable of measuring complex
machined aircraft parts, aircraft surfaces and structures and composite
bond-form tooling in three dimensional point-to-point and surface scan
modes with display units of measurement of 0.0005 inch or smaller. k.
The system must allow selection of measurement features and operations
through movement of the probe without having to use thekeyboard. l. The
system must be able to guide the operator to move the probe to specific
points by providing aural feedback. m. The system must allow
measurement to be compared directly to existing or historical reference
data. n. The system must show graphic display of the part being
measured or points which have already been measured while measuring
additional points. o. A Notebook computer system is required for use
with the PCMM, minimum requirements are: 90Mhz Pentium with 32MB RAM,
500 Mb hard drive, 12.1" color monitor, software: Windows NT (preferred
) or Windows 95 operating systems. p. The system must be capable of
measuring the following characteristics: 1. Feature
measurement-circles, cylinders, planes, spheres, cones ellipses, arcs.
2. Form deviations-flatness, straightness, roundness, concentricity,
sphericity, cylindrical. 3. Alignments-midpoint, perpendicular
intersect, rotation, 3-plane, feature, key-in. 4. Distance
point-to-point, point to line, point to plane, line to line,plane to
plane. 5. Angle-apex, line to plane, line to line, plane to plane. 6.
Circle construction best fit, plane intersect from cone, move ILK, move
offset, enter values. 7. Line construction best fit, project to plane,
parallel bisector, 2-plane intersect, enter values. 8. Surface
measurement-2-D and 3-D freehand scan stream with specified resolution,
chordal scan, timed scan with a minimum of (20) measurements per
second, inspection point, multiple lock planes at specified increments
(parallel and radial). 9. Surface construction-3-D surface generation
from measured points or lines through measured points. Ability to
compare generated surface with additional measured points or with
previously generated surfaces. 2.2 The following accessories are to be
included with the system: a. Probes: (1) 15mm or 1.2 inch ball probe
(1) 10mm or 3/8 inch ball probe (1) 6mm or 1/4 inch ball probe (1) 3mm
or 1/8 inch ball probe (1) point probe Probe extensions (1) each, for
offset, right-angle and straight measurements. b. Mounting plates for
direct attachment to measurement stands or surfaces having an external
3-1/2 inch, 8-pitch Unified National thread. Also a magnetic mounting
base is required. 2.3 Hardware and software shall be warranted for a
minimum of (3) years and include annual PCMM recertification and all
software updates. 2.4 The contractor shall provide a minimum of two
days of training in use of the hardware and software for three
individuals to be selected by the Government. 2.5 The contractor shall
provide all manuals and documentation associated with the repair,
maintenance, and operation of the PCMM. All such manuals and
documentation are to be in English. Delivery of this material will be
to, Receiving Officer, Naval Aviation Depot, bldg. 94, attn: NADEP/FISC
Receiving, San Diego, CA 92135-7058. Acceptance will be at Destination.
Prospective offerors should provide the following information:
Model/part no., all current specification data, current pricing,
delivery time, payment terms, cage code, Duns/Bradstreet number and
taxpayers identification number. The following provisions and clauses
are applicable and are hereby incorporated into the solicitation by
reference and will be provided by the contracting officer in full text
upon request: FAR 52.212-1, Instructions to Offerors Commercial Items
applies. Addendum clause FAR 52.215-18, Facsimile Proposals also
applies. Offerors are required to complete and include a copy of the

New Material, FAR 52.219-6, Notice of Small Business Set-Aside, FAR
52.212-5, Addendum to FAR 52.212-1, Paragraph (b)(5): Offerors shall
provide an express warranty which at a minimum shall be the same
warranty terms, including offers of extended warranties, offered to the
general public. Express warranties shall be included in the contract.
The clause at 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items applies with
the following applicable clauses for paragraph (b): FAR 52.222- 26,
Equal Opportunity, FAR 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action
for Handicapped Workers; FAR 52.222-37, Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam Era; DFARS 252.225-70001,
Buy American Act and Balance of Payment Program; and DFARS
252.225-7012, Preference for Certain Domestic Commodities. The
government intends to make a single award to the responsible offeror
whose bid is the most advantageous to the government concerning price.
