synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulations (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
The announcement constitutes the only solicitation; proposals are being
requested and written solicitation will not be issued. This
solicitation is being issued as Request for Quotation (RFQ) # 70293.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 90-45. This
solicitation is under the Simplified Acquisition Procedures (SAP) for
Small Business-Small Purchase Set-Aside. Standard Industrial
Classification is 3571, size standard of less than 1,000 employees.
This will be a Firm-Fixed contract. The Government intends to solicit
and negotiate the contract action on a sole source basis with Printrak
International Incorporated, 1250 North Tustin Avenue, Anaheim, CA,
92807. TheCriminal Justice Information Services (CJIS) Division has
taken the lead in improving live-scan technology for users and industry
by establishing an image quality standard. Live scan devices must be
certified and meet the Electronic Fingerprint Transmission Standard
(EFTS) including all appendices. The contractor must have completed the
certification process not later than six months after the date of award
-- The purpose of this procurement is to establish more than one
vendor's equipment to provide more choices for law enforcement
agencies, and stimulate competition within industry, rather than
encourage a single proprietary solution. The CJIS Division approved and
received two of the live-scan devises in Fiscal Year 1996. These
machines are currently in the Human Interface Technology Evaluation
Center. This device will support critical image quality studies,
related technical evaluations, and demonstrate end-to-end processing of
electronically transmitted fingerprint data in an operational system.
Printrak International, Inc., is the only other known supplier that is
certified and meets the EFTS. This notice of intent is not a request
for competitive proposals. However, interested parties may submit a
proposal in which they identify their interest and capabilities. All
proposals received within 15 days of this notice will be considered by
the Government solely for the purpose of determining whether to
initiate a competitive procurement. The Government reserves the right
to process the procurement on a sole source basis based upon the
responses received. The requirement for this equipment follows: The
live-scan equipment shall comply with the EFTS CJIS-RS-0010 (V3R1),
appendix G-IAFIS Interim Scanner Specifications. The Contractor shall
comply with the following specification for record formats: Data Format
for Interchange of Fingerprint Information -- ANSI/NIST -- CSL 1-1993.
Destination-FOB-Delivery- FBI, Cheverly Industrial Park, 2400Schuster
Drive, Cheverly, MD 20781-1211 -- all proposals shall be submitted to
the address listed above no later than 4:30 PM DST, June 4, 1997. All
bids shall be clearly marked with RFQ # 70292. Award to be made
approximately two (2) days after closing. The point of contact for all
information regarding this acquisition is Mr. Michael J. Young Jr.,
Contract Specialist, at the address listed above. Each offeror shall
include a complete copy of the FAR provisions at 52.212-3, Offeror
Representation and Certifications with proposals. FAR 52.212-4,
Contract terms and conditions is incorporated by reference and applies
to this acquisition. Technical acceptability will be determined solely
on the content and merit of the information submitted by the offeror in

technically acceptable proposal must clearly show that the offeror can
