The Navy has a requirement for engineering and technical support services for improvement of multi-media submarine and satellite communication systems under precepts open architecture. The Navy intends to solicit and award indefinite delivery, indefinite quantity contracts with a preference for multiple awards. The type of contract will be a cost plus fixed fee pricing arrangement for a base period of 24 months. The cost plus fixed fee contract will require personnel such as senior scientist, senior management specialist, senior communications systems engineer, communication system engineer, and senior compuer scientist.
