(NOCA). The Phillips Laboratory anticipates releasing a solicitation
for Aircraft Software Safety Studies and Analysis on or about 20 Jun
97. Responses will be due thirty (30) days thereafter for the
Technical/Management and cost proposal. The Nuclear Weapons Integration
(SA-ALC/NWI) is responsible for the independent analysis of nuclear
weapon and delivery systems for safety and compatibility. This effort
requires the analysis and description of the safety critical nuclear
weapons control aspects of flight control software. Air Force Manual
91-118, "Safety Design and Evaluation Criteria for Nuclear Weapons
Systems" governs the criteria for the level of analysis required. The
contractor will be required to review software design and
documentation, analyze software to verify safety characteristics,
document results, and participate in technical interchange meetings. An
indefinite Quantity type contract with Fixed Price Task Order is
anticipated. The contractual effort will consist of one award for a
contract with a duration of five (5) years from date of award. The
contract will require a SECRET clearance. Foreign owned firms are
advised they will not be able to participate at the prime contractor
level. To prepare its proposal and perform services under the contract,
the contractor will require access to Military Critical Technical Data
whose export control is restricted by U.S. export control laws and
regulations. Only offerors who submit an approved DD Form 2345,
Militarily Critical Technical Data Agreement, to the contracting
officer will receive a copy of the solicitation. Contact the Defense
Logistics Services Center (DLSC), Federal Center, 74 North Washington,
Battle Creek MI 49016-4312 (1-800-352-3572) for further information on
the certification and approval process. Responses by telegram, or
responses combining more than one synopsis will not be accepted. This
acquisition will be conducted as a 100% small business set-aside. The
SIC code is 8731 with a size standard of 1,000 employees. Interested

87117-5773. Verbal requests for a copy of the solicitation will not be
honored. The solicitation will also be made available on the internet
on or about 20 Jun 97 on the PL Home Page http://www.plk.af.mil/. An
ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the contracting officer. In those instances where offerors cannot
obtain resolution from the contracting officer, they are invited to
