of Prisons (FBOP) intends to negotiate a requirements contract for
Architect/Engineer (A/E) services to support a scope of work that
defines projects and states FBOP requirements for development of
Federal Correctional Facilities. This is a one year contract with three
option year periods. The program includes services for construction
projects estimated at over $10,000,000. Required services will be for
architectural, engineering (civil, structural, mechanical, plumbing,
electrical, electronic, and fire safety) and other related services,
which will be accomplished through individual task orders and will
include the following major categories: (1) Architectural, engineering
related services to include development of Request for Qualification
(RFQ) and/or Request for Proposal (RFP) documents which shall be used
in Design-Build or Design-Bid-Build contracts for Federal Correctional
Facilities, (2) Development of independent cost estimates for selected
construction projects, utility contracts, A/E contracts and proposed or
potential contract modifications, and subsequent comparisons and
analyses and the projection of future budget requirements, (3)
Assistance with the evaluation process, review of contractor submittals
and related services, (4) Assistance in the management of project and
construction contract schedules utilizing critical path methods, with
related analyses. Selection of the A/E firm will be based on
consideration of the following criteria: PROPOSED PROJECT TEAM AND
ORGANIZATION (40%), Proposed key personnel of the firm and consultants
to lead in the provision of the categories of services required --
professional qualifications and relevant experience, individually and
as a team, and the team's organization and management approach and
planning to provide services of this type, FIRM'S CAPACITY AND
CAPABILITY (30%), size and make-up of firm and consultants, personnel,
by discipline, available for the categories of services required, and
relevant equipment, procedures, systems or techniques available to
provide these services, EXPERIENCE AND PERFORMANCE (30%), Experience of
the firm, consultants, and proposed key personnel, including: relevant
experience with projects of comparable size and complexity, experience
and performance demonstrated by description of recent services
provided, experience relevant to the major categories of services
required, and the conciseness, clarity and completeness of the firm's
submittal. Services will be provided primarily to FBOP personnel
located in Washington, D.C. and consideration will be limited to firms
(or joint ventures), including major consultants, having an existing
major active office located within Washington D.C. or the surrounding
counties of Arlington, Alexandria, and Fairfax Counties, Virginia,
Montgomery and Prince Georges Counties, Maryland. The firm and major
architectural or engineering consultants must be licensed to practice
their respective professions. The firm (or joint venture), including
consultants, awarded the contract for these required services will not
be eligible to compete for the contracts to be procured using the
documents prepared by this firm. Responses shall be made by completion
and submittal of Standard Forms, SF-254 and SF-255, and pertinent
supplemental data. Completion of Standard Forms should be in accordance
with the instructions for filing which are a part of each form.
SF-255's must be current and accurate for the firm or joint venture
submitting the form and the specific office identified which will have
responsibility for the announced work. Current and accurate copies of
SF-254's must be included for the firm or branch office of a firm (or
for all firms or offices participating in a joint venture) submitting
the SF-255. Current and accurate copies of SF-254's must be submitted
for all outside key consultants or associates (individuals or firms)
listed in the SF-255. Data must be concise and address the specific
criteria. Small and small disadvantaged businesses are encouraged to
participate and will be used to the maximum extent practicable as both
prime and subcontractors. Note: If applicable, the successful offeror
will be required to submit a subcontracting plan for this procurement
regarding the utilization of small, small-disadvantaged, and small
woman-owned businesses. Submittals must be MAILED to Sharon Roberts at
