open end task order contracts for multidiscipline
architectural/engineering services (A/E) as required by the
Administrative Office of the U.S. Courts (AOUSC) which may include: (1)
site survey and study, (2) space planning, (3) schematic design (4)
review of planning, design and construction documents, (5) preparation
of Government estimates (6) construction phase support and (7) other
A/E related services. The AOUSC reserves the right to negotiate with
the successful A/E firms for each, any, or all portions of the A/E
services to be provided. A/E services may be required for new or
existing Federal Court facilities in any part of the United States and
its territories. The AOUSC specifically reserves the right to compete
for additional A/E services for specific projects, either new
facilities or the renovation of existing facilities, and for other A/E
services required by the AOUSC. The period of performance for these
contracts shall be from the date of award to September 30, 1998, and
shall include four one-year option periods. The minimum guaranteed
amount for each contract period will be $25,000. Individually
negotiated work orders will be issued, with a cumulative total not to
exceed $500,000 during each contract period. Evaluation criteria listed
in descending order of importance are as follows: (1) Demomstrated
design and review experience in Federal construction of various phases
of project planning, design, construction, and specification documents
as developed by the General Services Administration (GSA) and their A/E
against Judiciary Guide Standards, (2) Management plan including
corporate organization, key personnel assigned to this contract,
proposed subcontractors, experience with the task order process,
staffing capabilities, and support services, (3) Demonstrated
capability in space planning, including the review, analysis, and/or
determination of court facility space needs, and the preparation of
preliminary "sketch" design(s) and schematic drawings showing
functional adjacencies and design details with consideration to
criteria established by the judiciary for court personnel and
components, (4) Specialized experience: evaluation and preservation of
historic structures and designs; audio/visual system and other
technical design capabilities; computer network design capabilities;
telecommunication system design capabilities; security system design
capabilities; blast resistant building design capabilities; and (5)
Technology: compatibility of existing contractor's computer system with
the AOs computer systems, specifically IBM compatible DOS, Wordperfect
7.0, AutoCad Release 13 and the Internet. The Judiciary Guide
Standards are available from the U.S. Department of Commerce, National
Technical Information Service, 5285 Port Royal Road, Springfield,
