SYNOPSIS@PHIL.FISC.NAVY.MIL. The FISC Norfolk Detachment Philadelphia
intends to acquire Information Systems Services for the Naval
Construction Battalion Center (NCBC), Gulfport, MS. on a small business
set aside basis. These services include, but are not limited to the
following: Hardware troubleshooting and maintenance of more than 1,300
pieces of IS equipment such as CPUs, printers, monitors, CD ROMs, and
other peripheral equipment ranging from 286s to Pentiums;
troubleshooting and maintenance of application software in support of
customer operations; COTS evaluation and recommendations,: LAN/WAN
planning, installation and administration (including but not limited to
software maintenance, troubleshooting, problem resolution,
adding/deleting users); administration of current LAN/WAN environment
with ten (10) LAN servers (plus one (1) comm server) located in several
different buildings, and approximately 300 users; management of the
telecommunication network; maintaining an accurate inventory of all ADP
equipment; administering an ADP security program sufficient to obtain
and retain accreditation; virus prevention/protection; PC application
program maintenance (Clipper, Dbase); maintenance and development of
mainframe (Amdahl 5995-700A with MVS/ESA 4.2 operating system or
similar) application programs (in-depth knowledge of JCL, RPGII, COBOL,
MARK IV, DYL-280 required); RJE printing of output products from a
mainframe requiring operation of a Xerox 4050 high-production laser
printer, Xerox FDL and PDL languages, and BARR/RJE software. PC
application of programming development and maintenance for applications
which interface with a mainframe (requires knowledge of JCL, Clipper,
and Banyan FTP procedures); problem resolution, production control,
quality control and scheduling of mainframe output, customer liaison to
determine customer report requirements,; data entry and verification;
and technical support and operation of a video teleconferencing (VTC)
facility; researching, recommending, requisitioning, receiving and
installing new microcomputer equipment and software. A firm fixed price
contract is anticipated, with a base period of performance running from
1 Jan 1998 through 30 September 1998, with four, one year options. This
solicitation is part of a Government cost comparison to determine
whether accomplishing the specified work under contract bor by
Government performance is more economical. If Government performance is
determined to be more economical, this solicitation will be canceled
and no contract will be awarded. The solicitation may require the
submission of cost/price and technical proposals. This solicitation
shall be set aside 100% for small businesses. All responsible sources
may submit a proposal which shall be considered by FISC Norfolk
