The FISC Norfolk Detachment Philadelphia intends to acquire Child Care services for the Naval Construction Battalion Center (NCBC), Gulfport, MS. The proposed contract shall provide for on-site child care services for up to 250 children, ages infant to five years old. Care shall be designed to protect the health and safety of the children, and to promote their physical, social, emotional, and cognitive development, and to enhance the children's readiness for later school experience through a planned program of developmentally appropriate activities. The services shall be provided from 0600 to 1730, Monday through Friday, except on official Federal Holidays. The contractor shall be required to meet all the requirements and operate the program under guidance established by the Military Child Care Act of 1989 and Navy Child Development Programs and Standards (OPNAVINST. 1700.9D). The Contractor shall provide all labor and material costs associated with providing these services. Facilities and major equipment will be provided by the Government. A firm fixed price contract is anticipated, with a base period of performance commencing 01 January 1998 through 30 September 1998, with four, one (1) year options. This solicitation is part of a Government cost comparison to determine whether ccomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. The solicitation may require the submission of cost/price and technical proposals. This solicitation shall be set aside 100% for small businesses. The applicable Standard Industrial Code for this acquisition is 8351. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Detachment Philadelphia.
