The FISC Norfolk Detachment Philadelphia intends to acquire Morale, Welfare and Recreation (MWR) Services for the Naval Construction Battalion Center (NCBC), Gulfport, MS. This will be a well-rounded MWR program that will assist in the recruitment and retention of qualified personnel to meet Navy force requirements. This program includes but is not limited to the following: operation of intramural sports, instructional classes, gymnasium, fitness center, swimming pools, aquatics, athletic field maintenance, auto hobby shop, library, 12 lane bowling center, 18 hole golf course and pro shop, food, catering, and beverage service, youth and youth sports activities, summer youth camp, community activities, several special community and recreation events, single sailor programs, information ticket and tour services, leisure travel services, recreation center and marketing/accounting/administrative oversight. Contractor shall provide all labor and material costs associated with operating the scope of the program as outlined above. Facilities and major equipment will be provided by the government. A firm fixed price contract is anticipated, with a base period of performance running from 1 January 1997 through 30 September 1998, with four, one year options. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract bor by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. The solicitation may require the submission of cost/price and technical proposals. This solicitation shall be set aside 100% for small businesses. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Detachment Philadelphia.
