Naval Air Warfare Center Weapons Division (NAWCWPNS) Signal Processing
Technology Group of the Guidance and Control Systems Competency, Code
472C00D, China Lake, CA is procuring Imaging Infrared Uncooled Focal
Plane Array (UFPA) camera/sensor and UFPA technology support of
non-developmental item (NDI), UFPA technology related hardware/software
and engineering support services. It is anticipated that this support
will be an integral part of NAWCWPNS' efforts in utilizing UFPA
technology to meet future air weapons systems (aircraft, integrated
weapons, and associated support equipment) requirements. As a result,
the support required will include design, development, integration,
test/evaluation, and production support tasks on a variety of weapons
systems, including Direct Attack Munition Affordable Seeker (DAMASK)
integrated on a Joint Direct Attack Munition (JDAM) weapon. The DAMASK
project is an Advanced Technology Demonstration (ATD) project
scheduled to start in fiscal year 1998 and end in fiscal year 2000. The
goal of DAMASK is to demonstrate a low cost, imaging, accuracy upgrade
kit for Global Positioning Systems/Inertial Navigation Systems guided
weapons. To support the DAMASK goal, the contractor will be required
to conduct and document trade studies to balance system performance,
unit production cost, life cycle cost, and program risk. Multiple high
performance >75,000 element UFPA cameras/sensors may be procured to
support the DAMASK ATD project. Proposing contractors will be required
to have an NDI UFPA camera that meets the following minimal
specifications: a>75,000 element array and have a noise equivalent
temperature difference (NETD) of less than or equal to 100mKelvin with
F1 optics. A visit to the contractor's facility to observe a
demonstration on the contractor's UFPA camera may be a part of the
Source Selection Process. In addition, the contractor will be required
to provide documentation showing that his company has the proper UFPA
technology license for unpowered sensor-fuzed weapons for the DAMASK
application. The procurement contemplated is for one or more indefinite
delivery, indefinite quantity delivery order contracts with a 5 year
duration. A draft RFP may be issued for review by all interested
prospective bidders. All interested prospective bidders are requested
to submit a letter stating your interest to: Commander, Naval Air

China Lake, CA 93555-6100. All interested prospective bidders
submitting a request will receive any draft RFP, if one is issued, that
may be prepared for industry comment and the final RFP package. A
bidders conference may be held at the Naval Air Warfare Center, China
Lake, CA after issuance of the RFP. If it is decided to conduct a
bidder's conference, the information will be included with the RFP. All
responsible sources may submit a proposal which will be considered. See
