This is a re-synopsis of the requirement that was announced in the CBD on March 21, 1997. The previous announcement restricted the procurement as a 100% small business set-aside. After reviewing responses submitted under the previous solicitation (RFQ CPO 97-019), the National Science Foundation (NSF) has decided to reissue the solicitation on an unrestricted basis, i.e., large businesses are invited to participate in this procurement. Accordingly, NSF is soliciting quotations for support services for conducting a public service announcement (PSA) campaign for disseminating news of science and engineering related subject matter to the general public. These services include designing PSA campaign concept alternatives (with proposed production budgets) utilizing print, radio, television, and other media that would present a positive, coherent image and message that would highlight the importance of science and engineering to everyday life. Interested parties should submit a written request for a copy of RFQ CPO 97-031. Telephonic requests will not be honored. This procurement is conducted using simplified acquisition procedures authorized by FAR 13.103. The SIC code assigned to this procurement is 8742-Management Consulting Services, and the small business size standard is average annual receipts not exceeding $5.0 million for the past three complete fiscal years. NSF is interested in parties with strong qualifications and experience in providing the kinds of services described herein. Samples of prior work will be required with quotations. (0133)
