The F-15C Aircrew Training System Program is soliciting proposals for a full and open competition to provide training of aircrew through utilization of F-15C training systems. The training systems will be deployed in a four-ship configuration capable of local networking amongst the four ships (four F-15Cs) and long-haul networking between geographically separated systems. Contract requirements will be for a four-ship simulation capability to reside at Eglin AFB, and at Langley AFB, with priced options for additional sites. This program requires an Aerial Combat Enhanced Simulator (ACES) Center where one four-ship system will be augmented with engineering tools to act as a modification/technology insertion system. Simulation of actual aircraft missions and training procedures requires these devices to be open architecture to ensure their integration with evolving Higher Level Architecture(HLA) requirements. The proposed contract is for supplies and services under a Contracted Training Simulation Service (CTSS) concept in which the contractor is responsible for total training including development of course ware. This includes, but is not limited to the provision of training devices and instructors, system maintenance, product baseline management, and training system modification capability. The contractor will not only be responsible for and maintaining training devices but will be expected to make modifications to keep training devices concurrent with the changing configuration of the fielded F-15C aircraft and to insert new technology as it becomes available to ensure continued enhanced training capability is being provided to the user. Aircraft Operation Flight Programs (OFP) drop-in capability is required. A Full Field Of View (FFOV) 360-degree visual image display will be integrated into the four-ship simulation capability. Due to facility limitations, the use of dome display systems isprecluded. The training device must include a high fidelity cockpit which mirrors the F-15C aircraft. F-15C four-ship simulators must have the capability to be linked with E-3A mission simulators (Tinker AFB) and other F-15C sites at Initial Operational Capability (IOC) in March 1999. ACES center development requires a process that includes working with government agencies to ensure rapid insertion of technology which improves simulator training quality and facilitates aircraft hardware/software concurrency. This program will require significant capitalization on the part of the contractor until payments for training services begin at IOC. Limited Performance Based Payments may occur until IOC is established. The government intends to award this contract primarily as a fixed-price award fee effort. Contractors are encouraged to recommend payment criteria. This requirement will be established for a six-year period of performance (two year basic with four one-year options). The government intends to perform, periodically during the life of the contract, cost-benefit analyses (CBAs) that may be tied to the award fee plan, periodically during the life the contract. The CBAs will determine the cost- effectiveness and appropriateness of trading off flying hours for simulator training. The contract will include award fee provisions for implementation and maintenance of new technologies supporting advances in training capability, for the maintenance of concurrency with the aircraft, for trainer availability and for other criteria as yet to be determined.. It is anticipated a separate integration contract will be established for long- haul networking to other simulation facilities. Operation of the ACES Center will include training, inserting new technologies, and updating simulation capability to reflect actual aircraft representation and concurrency. Contractor recommendations for the application of funds and payment are solicited. Due to critical program requirements and time constraints imposed, contractors will be required to submit a capabilities demonstration of the F-15 aircrew-training device. A Demonstration Plan will be provided as an item in the Request for Proposal. Hardware/Software demonstrations will be used as evaluation criteria to assess the risk of obtaining the required service within the proposal schedule. Only contractors who can meet these requirements will be considered. The F-15C ACES Center/CTSS program begins a series of programs scheduled to become DMT and JSBS compliant. It is anticipated all follow-on simulator programs in support of DMT will also be Full and Open Competition, to include DMT Integration contracts. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
