R -- The Federal Housing Administration (FHA) and Office of Multifamily Housing wants to obtain highly qualified professional services, with experience in evaluating market conditions and trends related to multifamily residential housing and health care facilities, developing marketing/advertising campaigns and related services, and to manage budget and program information. The contractor will assist FHA and the Office of Multifamily Housing through its performance, to generate a broader customer base for the Department's FHA and Office of Multifamily Housing programs and to promote FHA's existing and new products. FHA and the Office of Multifamily Housing currently offers a variety of insurance programs for Multifamily housing and health care facility loans. However, HUD is operating in a market that is evolving more quickly than ever before,at a time of dramatic governmental downsizing and reduction of public resources. HUD must determine where under-served markets exist and conduct outreach/advertising efforts to improve its posture in the market place. In addition, it must continually evolve its outreach and marketing to improve its financial performance and reach. In order to prudently do this, market analyses and marketing/advertising and related services are needed on an on-going basis. The period of performance for this effort is one year with four one year options. The solicitation will be available on or about May 30, 1997.
