The Patent and Trademark Office (PTO) has a requirement for the consolidation of a variety of support services for the Office of Trademarks, in order to provide operational flexibility, greater efficiency, and more effective managerial control now and in the future. These services include, but are not limited to, Trademark database services including data entry, text editing and associated proofreading, Trademark mailroom services, data entry services for trademark fees and other fee activities, archival quality microfilm services, drawing preparation, quality control review and as possible optional requirements, photocopying of drawings, optical scanning of back files and Trademark papers, quality control of optically scanned materials, proofreading of camera ready copies of Trademarks prior to publication, file maintenance and optical character recognition (OCR) data capture. The objective of these services is to assist the PTO, specifically the Office of Trademarks, in achieving the responsibility of completing the statuatory tasks assigned to it under the Trademark Act of 1946, as Amended (Title 15 U.S.C.). The tasks outlined in the Trademark Act of 1946, include, but are not limited to, the examination of applications for the registration of trademarks; coordinating workflow, procedures and processes related to the examintion and registration process; publishing the Trademark Official Gazette and other materials containing information pertaining to applications and registrations; and maintenance of a register of Trademarks. The PTO anticipates the period of performance of this acquisition to be for a one-year base period, and four, one-year option periods. The acquisition will be available for competition among qualified 8(a) business concerns only. This 8(a) competitive acquisition will be classified under Standard Industrial Classification Code 7374. This acquisition will be conducted using a new streamlined acquistion process described in a document entitled "Department of Commerce Acquisition Process Case for Change" which may be found on the Internet at http://www.conops.doc.gov. The intent of this new process is to provide an improved acquisition environment which will benefit both the vendor community and the Government. As part of this process, a Project Agreement will be made available on the Internet at, http://www.conops.doc.gov, on or about, May 30, 1997. In accordance with this acquistion process, the Project Agreement will serve as the solicitation document for this requirement. Interested parties must respond to the Project Agreement in order to be considered for award of any resultant contract.
