Administrative Service Center (TASC), an organization within the United
States Department of Transportation (DOT), is seeking sources
experienced in the sales of products and services associated with
information technology (IT) operations to promote and sell TASC IT
services throughout government organizations. TASC provides support
services to DOT and to other governmental agencies and desires to
expand the quality and cost-effectiveness benefits of its Information
Technology Operations (ITO) business to other federal, state and local
government and quasi-governmental entities. ITO provides three
categories of information technology service -- a mainframe computer
center, telecommunications, and office automation integrated support.
A more detailed listing of the services it provides within these
categories can be obtained via E-mail request from
mark.welch@ost.dot.gov. The potential contractor would be responsible
for development of promotional materials, identification of potential
customers, following up on leads, defining sale/contract terms,
evaluating competition and document findings, and making
recommendations for improving ITO competitiveness and must possess
global knowledge of current and emerging technologies and operational
environments, familiarity with IT terminology, comprehensive
understanding of operational requirements of Federal, state and local
government agencies and quasi-governmental entities, experience
surveying for IT requirements, and experience negotiating contracts for
a service provider. TASC anticipates use of a fixed price incentive
contract for this requirement with incentives/sharing ratios that will
be designed to relate the contract price to specific performance
measures, so that the failure to achieve performance measures will
result in a minimal contract amount, and exceeding performance measures
will result in an increased contract amount. Sources interested in this
requirement should send a statement of capability (not to exceed
fifteen pages)that addresses your understanding of this requirement (no
more than five pages), your qualifications as outlined above (no more
than five pages), and a description of previous experience performing
contracts with similar services (no more than five pages). The
description of previous experience must include descriptions of any
contracts that you are performing or have performed (for a minimum of
six (6) months) within the past three (3) years that are similar in
scope, along with the contract number, customer, and the name and
telephone number of the customer point of contact This synopsis is for
