R-NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH HADDON JACKSON ASSOCIATES. Bureau of Reclamation intends to negotiate a sole source contract with Haddon Jackson Associates of Roswell, Georgia for a benchmarking study of the relative performance levels of the Hoover, Parker, and Davis Dam Projects compared to like facilities in the hydroelectric generation industry. The objective of the contract is to identify management innovations that impact performance and the bottom line. Haddon Jackson Associates has the proprietary database of the benchmarking data and processes, and they have participation with over 30 hydropower facilities in North America. The Contracting Officer has determined that Haddon Jackson Associates of Roswell, Georgia is the only source that can provide this type of service and study. The proposed contractor has the extensive knowledge of the peculiarities of a hydroelectric facility and what is important to benchmark.
