U.S. Environmental Protection Agency desires to implement a model
demonstration of an environmentally beneficial landscape at its
National Vehicle and Fuel Emissions Laboratory (NVFEL) located at 2565
Plymouth Road, Ann Arbor, Michigan. Work under any resulting contract
will consist of the creation of four distinct native habitats: Oak
Savanna Community, Beech-Maple/Alluvium Community, Mesic Prairie
Community, and a Fen-Pond Community. Contract activities will include
minor site demolition, pond excavation, spreading of spoils on site,
installation of pond liner and limestone/boulder aggregate, planting
preparation, grass and wildflower seeding, grass and wildflower
plantings, shrub and tree plantings, spreading of leaf and shredded
bark mulch, installation of crushed stone paths, installation of
drainage culvert, cutting and patching of bituminous roadway,
installation of solar path lights, solar panels and pump in pond,
installation of habitat and plant identification signs, and
installation of benches and picnic tables. A firm-fixed-price contract
is contemplated. The anticipated contract performance period consists
of a 12-month implementation period followed by a maintenance period
of at least 12 months. The estimated price range is between $100,000
and $200,000. Offerors will be required to submit technical proposals
which address technical experience and qualifications criteria stated
in the solicitation. Award will be made to the lowest-evaluated priced,
technically acceptable, responsible offeror. The solicitation will be
available on or about May 28, 1997, with a proposal due date on or
about June 27, 1997. There will be no charge for solicitation
documents. Plans and specifications will be available for inspection
without charge at NVFEL in Ann Arbor and at the USEPA Contracts
Management Division's offices in Norwood, Ohio. Requests for RFP
